I do not know if this legislation is the way to get us to where we need to be.  I know we need the assets in house for a global federal response to these destructive events.  We need to be able to respond anywhere in our country and territory as well as respond to the needs of allies.

AN ACT TO CREATE THE EARTH FORCE

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

Section 1. Short title.

This Act may be cited as the “Earth Force Act”.

Sec. 2. Findings.

Congress finds the following:

(1) Wildfires are a growing threat to the United States, causing billions of dollars in damage and displacing thousands of people each year.

(2) Water bombers are an effective tool for fighting wildfires, but the United States currently has a limited number of water bombers.

(3) The creation of an Earth Force would help to ensure that the United States has the resources necessary to fight wildfires and protect communities from the threat of wildfire.

Sec. 3. Establishment of the Earth Force.

(a) Establishment.—There is established within the Department of Defense the Earth Force.

(b) Purpose.—The purpose of the Earth Force is to maintain, house, control, and deploy water bombers and other resources to fight wildfires.

(c) Composition.—The Earth Force shall consist of—

(1) a headquarters;

(2) a fleet of water bombers;

(3) a support staff; and

(4) any other personnel or resources as may be necessary.

Sec. 4. Authorization of appropriations.

They are authorized to be appropriated to the Earth Force such sums as may be necessary to carry out this Act.

Sec. 5. Effective date.

This Act shall take effect on the date that is 180 days after the date of its enactment.

This legislation would create the Earth Force, a new federal agency that would be responsible for maintaining, housing, controlling, and deploying water bombers and other resources to fight wildfires. The Earth Force would be funded by the federal government, and it would be authorized to hire personnel and acquire resources as necessary.

The creation of the Earth Force would help to ensure that the United States has the resources necessary to fight wildfires and protect communities at home and abroad from the threat of wildfire. The Earth Force would also be able to coordinate with other federal, state, and local agencies along with global entities to fight wildfires more effectively.
