Over 7.700 people were killed and over 25.000 wounded in 20 days, more than one million were displaced, and large areas in the Gaza Strip completely destroyed, including 200.000 households leaving half of Gazans without a home.

The death toll includes a large number of civilians, women, and children, as well as journalists, UN employees and healthcare workers.

The Israeli government announced a “total blockade” on Gaza, stopping all food, water, electricity, and fuel from reaching the already vulnerable population. The siege adds to the ongoing blockade of Gaza, which has endured for over 16 years and has devastated Gaza’s economy and restricted access to essential services. The blackout has plunged the Gaza Strip into darkness and exacerbated the ongoing humanitarian catastrophe. It limited access to the internet and had a severe impact on essential services.

The collective punishment of Gaza’s civilian population amounts to a war crime. “As the occupying power, Israel has a clear obligation under international law to ensure the basic needs of Gaza’s civilian population are met,” said Amnesty International’s Secretary General Agnès Callamard.

Health facilities have been severely hit, and more than 500 people have been killed in an Israeli air raid on al-Ahli Arab Hospital in Gaza, according to Palestinian authorities in the besieged territory.  Attacks against medical facilities, medical personnel, and the wounded and sick are prohibited under international humanitarian law and raise serious concerns about the accessibility of medical care for the many thousands injured as well as people with chronic physical and mental health issues.

• We call on the international community to stop double standards, hold Israeli authorities accountable for deliberate civilian killings and indiscriminate attacks violating the principle of distinction between combatants and civilians, and impose Israeli adherence to international law. Long-lasting impunity has encouraged the Israeli right-wing government to practice extremist policies of apartheid, and ethnic cleansing and deliberately push the region towards escalation and open confrontation.
• We echo the call of the Arab Group at the United Nations to the international community and the UN Security Council to stop the war now and prevent further suffering and deaths of the already besieged civilian population of Gaza.
• Every effort must be made to ensure strict compliance by all parties to the laws of war, starting with immediate protection of civilians and healthcare providers, and for the evacuation orders to be reversed.
• Life-saving humanitarian assistance is needed and should be able to reach civilians in the Gaza Strip to prevent further unnecessary loss of life.
• We call upon the Arab states to suspend their relations with Israel until the latter abides by international and humanitarian laws and acknowledges the rights of the Palestinian people to self-determination and to have their independent state.
• We reiterate the two-state solution according to the 1949 armistice agreement and the Arab initiative in 2002 about the Land for Peace as a just and reasonable solution to the Israeli-Arab conflict based on respect for the Palestinian people's rights, namely the right to self-determination.
• We call upon people and civil society groups to put pressure on their governments to reverse their unwavering support of Israel. This support is giving Israel a convenient cover to conduct massacres of civilians, pushing the region into a wider conflict with unpredictable reactions everywhere in the world. 

قُتل أكثر من 7.700 شخص وجُرح أكثر من 25.000 خلال 20 يومًا، وشُرد أكثر من مليون شخص، ودُمرت مناطق واسعة في قطاع غزة بالكامل، بما في ذلك 200.000 منزل مما ترك نصف سكان غزة بلا مأوى.

وتشمل حصيلة القتلى عدداً كبيراً من المدنيين والنساء والأطفال، فضلاً عن الصحفيين وموظفي الأمم المتحدة والعاملين في مجال الرعاية الصحية.

وأعلنت الحكومة الإسرائيلية عن "حصار كامل" على غزة، ومنعت جميع المواد الغذائية والمياه والكهرباء والوقود من الوصول إلى السكان الضعفاء أساسا. ويُضاف الحصار إلى الحصار المستمر على غزة، والذي استمر لأكثر من 16 عامًا ودمر اقتصاد غزة وقيد الوصول إلى الخدمات الأساسية. وقد أدى انقطاع التيار الكهربائي إلى إغراق قطاع غزة في الظلام وتفاقم الكارثة الإنسانية المستمرة وقلص من القدرة على إلى الإنترنت ما كان له أثرا شديدا على الخدمات الأساسية.

إن العقاب الجماعي للسكان المدنيين في غزة يرقى إلى مستوى جريمة حرب. وقالت الأمينة العامة لمنظمة العفو الدولية أنييس كالامارد: "إن على إسرائيل، باعتبارها القوة المحتلة، الالتزام بشكل كامل بموجب القانون الدولي لضمان تلبية الاحتياجات الأساسية للسكان المدنيين في غزة".

كما تعرضت المرافق الصحية لأضرار بالغة، وقتل أكثر من 500 شخص في غارة جوية إسرائيلية على المستشفى الأهلي في غزة، وفقا للسلطات الفلسطينية في المنطقة المحاصرة. إن الهجمات ضد المرافق الطبية والعاملين الطبيين والجرحى والمرضى محظورة بموجب القانون الإنساني الدولي وتثير مخاوف جدية بشأن إمكانية الوصول إلى الرعاية الطبية لآلاف الجرحى وكذلك الأشخاص الذين يعانون من مشاكل صحية بدنية وعقلية مزمنة.

  إننا ندعو المجتمع الدولي إلى وقف المعايير المزدوجة، ومحاسبة السلطات الإسرائيلية على قتل المدنيين المتعمد والهجمات العشوائية التي تنتهك مبدأ التمييز بين المقاتلين والمدنيين، وفرض التزام إسرائيل بالقانون الدولي. وقد شجع الإفلات الطويل الأمد من العقاب حكومة اليمين الإسرائيلية على ممارسة سياسات الفصل العنصري والتطهير العرقي المتطرفة ودفع المنطقة عمدا نحو التصعيد والمواجهة المفتوحة.

  وإننا نكرر دعوة المجموعة العربية في الأمم المتحدة المجتمع الدولي ومجلس الأمن التابع للأمم المتحدة الى وقف الحرب الآن ومنع المزيد من المعاناة والوفيات للسكان المدنيين المحاصرين بالفعل في غزة.
• 
  ويجب بذل كل الجهود لضمان الامتثال الصارم من قبل جميع الأطراف لقوانين الحرب، بدءً بالحماية الفورية للمدنيين ومقدمي الرعاية الصحية، وإلغاء أوامر الإخلاء.
• 
  هناك حاجة إلى المساعدات الإنسانية لإنقاذ حياة مئات الألاف، وينبغي أن تكون قادرة على الوصول إلى المدنيين في قطاع غزة لمنع المزيد من الخسائر غير المبررة في الأرواح.
• 
  وندعو الدول العربية إلى تعليق علاقاتها مع إسرائيل إلى أن تلتزم الأخيرة بالقوانين الدولية والإنسانية وتعترف بحق الشعب الفلسطيني في تقرير مصيره وإقامة دولته المستقلة.
• 
  ونؤكد مجددا على حل الدولتين وفقا لاتفاقية الهدنة لعام 1949 والمبادرة العربية لعام 2002 حول الأرض مقابل السلام كحل عادل ومعقول للصراع العربي الإسرائيلي على أساس احترام حقوق الشعب الفلسطيني، وتحديدا الحق في تقرير المصير وإقامة دولة مستقلة.
• 
  إننا ندعو الناس ومجموعات المجتمع المدني إلى ممارسة الضغط على حكوماتهم للتراجع عن دعمهم الثابت لإسرائيل. وهذا الدعم يمنح إسرائيل غطاءً مناسبًا لارتكاب مجازر ضد المدنيين، مما يدفع المنطقة إلى صراع أوسع مع ردود أفعال لا يمكن التنبؤ بها وبنتائجها في كل مكان في العالم.
