Why this petition matters

Recently there was an announcement of changes to Supervisa rules targeted at Family Reunification. The announcement was accompanied by the following quote from the honorable minister, "Families are at the heart of Canadian society. The enhancements to the super visa program allow family members to reunite for longer in Canada, which helps everyday Canadian citizens and permanent residents succeed and contribute to society while affording their parents and grandparents invaluable opportunities to spend time with their family in Canada."


But the complete opposite has started happening in the last few days. Since the start of August 2022, we have seen a spike in refusals of Super Visa applications citing that the insurance requirement is to pay insurance in full, rather than in installments. The problem here is that this was not conveyed upfront, the latest Super Visa policy update that talks about this were published on July 28, 2022, but the applications being refused was filed way before that. This is outright wrong, discriminatory, and against the principle of natural justice. There should have been a cut-off date and the information should have been published and only applications filed after that date should be liable to be judged under new rules. 


Although the new policy is an additional burden on already financially constrained Canadian Residents, what difference does it make to pay the policy upfront or give authorization for the payments to be deducted? How is it even helping the mandate of family reunification?


Same thing with some refusals I have seen due to updated LICO. The applications filed prior to the LICO update have been refused. Again this is very unfair to the families who have filed with the current regulations in place at that point. This should be corrected ASAP.


The best solution to the insurance problem is to keep the old policy in place, not only will it reduce the burden but it will make more families see their parents and grandparents. If not that at least people who have filed before the policy should be given time to upload updated documents i.e New Insurance and LICO documents.


I hope that quick action will be taken to find the solution so that the trust that IRCC and Canada invoke can be maintained.
