Since mass peaceful anti-extradition protests started on 9 June 2019, by more than 70% Hong Kong (HK) people voted against the Chinese Communist Party's (CCP) and HK government in the two HK public 'referendums' held.

The first 'referendum' was the 24 November 2019 District Council elections, won in a landslide victory by pro-democratic candidates winning 85% of seats, all running on campaigns supporting HK protesters 'five demands'.

The second 'referendum' was the 19 December 2021 illegitimate 2021 Legislative Council (LegCo) 'elections' which was overwhelmingly boycotted by 72.2% HK registered voters.

Since 1 July 1997 handover, CCP and HK government has acted unlawfully by ignoring international treaty obligations including the legitimate demands of the majority of HK people for universal and equal suffrage elections across HK.

HK protesters, who are the majority of HK people, uphold United Nations (UN) international treaty the 'Joint Declaration' and the rule OF law. CCP, HK Chief Executive Carrie Lam, HK government and their supporters do not uphold the Joint Declaration - instead, unlawfully, they uphold CCP's arbitrary rule BY law.  

HK peoples 'will' is the only basis for a legitimate HK government under UN international treaties. Aside from public opinion polling, the rulers of HK - previously colonial Britain and now CCP's China - have never held a HK territory-wide referendum to determine HK peoples will. 

Since 9 June 2019 HK has been in a deepening political crisis after the HK government proposed its unlawful extradition legislation. This bill was withdrawn by HK Chief Executive Carrie Lam in September 2019 after mass peaceful protests. However, HK peoples 2019 'five demands', which are based on decades long legitimate demands for universal and equal suffrage elections, remains unresolved.

To date no realistic and achievable rule OF law solution to HK's current political crisis has been provided by CCP's China, HK government, UK nor the international community.

Today HK is increasingly 'unstable' and 'unprosperous'.

In the view of the Petitioners, HK's political solution is to hold a UN mandated, HK public preference multi-option referendum which is inclusive of diverse views across HK's civil society. The results when acted upon, would negate CCP China's breaches of the Joint Declaration allowing this UN treaty to continue until its natural termination on 30 June 2047.
