"Katherine's Law" would create a permanent tax credit to any individual who becomes a living organ donor and successfully donates an organ to someone in need.  

The Problem

As of March, 2022, there are over 106,000 people on the waitlist to receive an organ for transplantation from a deceased donor.  The statistics get grimmer from here:

  • Each day, 20 people die while awaiting a life-saving organ transplant
  • Each day, we add 144 people to the list (1 every 10 minutes)
  • 95% of Americans have favorable views of organ donation, yet only 58% of all Americans over the age of 16 sign up to be an organ donor
  • 3 out of every 1,000 deaths results in organs that can be harvested for transplantation
  • The average wait time to receive an organ from a deceased donor can exceed 5 years in some cases

Many states have done a great job in bringing awareness to organ donation and have made the process of signing up to be a donor upon death very easy.  Many states have now allowed people as young as 16 years of age to become a donor when they apply for their drivers license, however we need to do more.  The United States is the most industrialized and technologically advanced nation on the planet yet we loose way too many people because we don't do enough.

The Solution

"Katherine's Law" named after Katherine Malone who died at the age of 48 while awaiting a life saving kidney transplant, proposes a permanent tax credit be granted to any individual who is or becomes a living organ donor that donates an organ for transplantation to someone in need in order to save that person's life.  Furthermore, Katherine's Law would create a government funded Public Service Campaign designed to bring awareness to living organ donation and the benefit donors receive from becoming a living organ donor.

The Result

While living organ donors go through extensive testing to see if they are a match and a healthy donor, it is estimated that we can begin to decrease the number of people on the organ procurement wait list for the first time in decades.  By reducing the number of people on the wait list, we can begin to reverse the statistics above and slowly reduce the number of deaths each day.  Without Katherine's Law, we will continue to loose people each day and the number of people on the wait list will continue to grow larger.
