Я, Скроцька Яна Миколаївна, голова Громадської організації «Штаб підтримки Морської піхоти України» та наречена українського військовополоненого.

 «Штаб підтримки Морської піхоти України» - це об’єднанням сімей українських військовополонених підрозділів Морської піхоти Військово-морських сил Збройних сил України, що потрапили до полону Російської Федерації з міста Маріуполь.

В ЗМІ українські військові, які повернулись з полону Російської Федерації неодноразово наголошували на фізичних катуваннях та моральному тиску, який російська сторона застосовує до українських військовополонених в місцях їх утримання. Окрім цього, українські військовополонені не мають зв’язку з сім’ями, а російська сторона не підтверджує місцеперебування в полоні більшості українських військових. Також, Російська Федерація перешкоджає представникам Міжнародного Червоного Хреста контролювати умови перебування українських військовополонених, що ставить під сумнів збереження цілісності полонених, що утримуються російською стороною.

29.07.2022 року російська сторона здійснила теракт щодо українських військовополонених, які утримувались в колонії населеного пункту Оленівка, що знаходиться на невизнаній території Донецької Народної Республіки (ДНР). Російська сторона обстріляла приміщення, де утримувались українські полонені, внаслідок чого загинули українські військові, які там утримувались. Жахливий терористичний акт на території Оленівського табору для військовополонених є доказом того, що Російська Федерація намагається приховати від світової спільноти свої злочини, вбиваючи полонених з особливою жорстокістю.

Представниками Міжнародного Червоного Хреста було раніше наголошено, що усі військовополонені, де б вони не утримувалися, перебувають під захистом міжнародного гуманітарного права. Міжнародний Червоний Хрест у травні 2022 року виступив гарантом безпеки українських військовополонених. За безпеку полонених повністю відповідає країна, що взяла в полон. Виходячи з подій в населеному пункті Оленівка, Росія не здатна дотримуватись безпечного перебування українських військовополонених та ставить під загрозу їх життя. В такому випадку доцільно евакуювати до третьої країни світу військовослужбовців України, що утримуються російською стороною.

Шановний Президент Туреччини, Редже́п Таї́п Ердога́н, враховуючи вищевказане, Я, Скроцька Яна Миколаївна, від імені Громадської організації «Штаб підтримки Морської піхоти України» та всіх сімей військовослужбовців підрозділів Морської піхоти Військово-морських сил Збройних сил України, що перебувають в полоні, звертаюсь до Вас з проханням через процедуру інтернування евакуювати у будь-яку нейтральну країну світу українських військовополонених підрозділів Морської піхоти України.

Враховуючи Розділ IV статтю № 109 Женевської конвенції «Безпосередня Репатріація та Госпіталізація у Нейтральні країни», який наголошує:

“Упродовж бойових дій сторони конфлікту намагаються за сприяння зацікавлений нейтральних держав організувати госпіталізацію в нейтральних країнах хворих та поранених військовополонених, про яких ідеться в другому абзаці вказаної статті. Вони можуть, крім того, укладати угоди з метою репатріації або інтернування в нейтральній країні здорових військовополонених, які вже тривалий час перебувають у полоні.”

Ми звертаємо увагу всього цивілізованого світу на порушення Російською Федерацією всіх законів ведення війни, а також розділів Женевської Конвенції «Про поводження з військовополоненими».

Російська Федерація усвідомлено займається геноцидом українських військовополонених. Рідні військовополонених підрозділу Морської піхоти Військово-морських сил Збройних сил України досі не знають де утримують їх синів, дочок, чоловіків та дружин. В порушення Женевської Конвенції до полонених не допускають представників Міжнародного Червоного Хреста. Полонених піддають тортурам, обмежують в їжі, засобах гігієни, утримують у жахливих умовах, поранені не мають належного лікування та догляду. Полонених піддають моральним знущанням, розповідають неправдиву інформацію про стан ходу війни, життя та безпеку рідних. 

Ми звертаємось до Президента Туреччини, світової спільноти та ООН підтримати нас та проявити наполегливість по захисту військовополонених, щоб через процедуру інтернування вивезти до нейтральних країн усіх полонених морських піхотинців, які вже багато місяців утримуються Російською Федерацію, і яким країна агресор не гарантує збереження здоров'я і життя.

 “Headquarters for Support of the Marine Corps of Ukraine” is an association of families of Ukrainian prisoners of war of the Marine Corps units of the Naval Forces of the Armed Forces of Ukraine who were captured by the Russian Federation in the city of Mariupol.

In mass media, Ukrainian soldiers who returned from captivity in the Russian Federation repeatedly emphasized the physical torture and moral pressure that the Russian side applies to Ukrainian prisoners of war in the places of their detention. In addition, Ukrainian prisoners of war do not have contact with their families, and the Russian side does not confirm the whereabouts in captivity of the majority of Ukrainian soldiers. Also, the Russian Federation prevents representatives of the International Red Cross from monitoring the conditions of Ukrainian prisoners of war, which calls into question the preservation of the integrity of prisoners held by the Russian side.

On 07/29/2022, the Russian side carried out a terrorist attack against Ukrainian prisoners of war who were held in the colony of Olenivka, which is located on the territory of the unrecognized Donetsk People's Republic (DPR). The Russian side shelled the premises where the Ukrainian prisoners were kept, and as a result of which the Ukrainian soldiers who were kept there were killed. The terrible terrorist act on the territory of the Olenivka camp for prisoners of war is proof that the Russian Federation is trying to hide its crimes from the world community, killing prisoners with particular brutality.

Representatives of the International Red Cross previously emphasized that all prisoners of war, no matter where they are held, are under the protection of international humanitarian law. In May 2022, the International Red Cross acted as a guarantor of the safety of Ukrainian prisoners of war. The country that holds prisoners of war is fully responsible for their safety. Based on the events in Olenivka, Russia is unable to ensure the safe stay of Ukrainian prisoners of war and endangers their lives. In this case, it is expedient to evacuate to a third country in the world the military personnel of Ukraine held by the Russian side.

Dear President of the Republic of Türkiye, Recep Tayyip Erdoğan, taking into account the above, I, Yana Mykolaivna Skrotska, on behalf of the Public Organization "Headquarters for Support of the Marine Corps of Ukraine" and all families of servicemen of the Naval Forces of the Armed Forces of Ukraine, who are in captivity, appeal to you with the request to evacuate Ukrainian POW of the Marine Corps of Ukraine to any neutral country in the world through the internment procedure.

Considering Chapter IV Article No. 109 of the Geneva Convention "Direct Repatriation and Hospitalization in Neutral Countries" which emphasizes:

"During hostilities, the parties to the conflict, with the assistance of interested neutral states, are trying to organize hospitalization in neutral countries of sick and wounded prisoners of war, which are referred to in the second paragraph of the specified article. They may, in addition, enter into agreements for the repatriation or internment in a neutral country of healthy prisoners of war who have been in captivity for a long time."

We draw the attention of the entire civilized world to the Russian Federation's violation of all the laws of warfare, as well as the chapters of the Geneva Convention "On the Treatment of Prisoners of War."

The Russian Federation is consciously engaged in the genocide of Ukrainian prisoners of war. Relatives of prisoners of war of the Marine Corps units of the Naval Forces of the Armed Forces of Ukraine still do not know where their sons, daughters, husbands, and wives are being held. In violation of the Geneva Convention, representatives of the International Red Cross are not allowed to visit the prisoners. Prisoners are subjected to torture, limited in food and hygiene products, kept in terrible conditions, the wounded do not have proper treatment and care. Prisoners are subjected to moral abuse, they are told false information about the war, and the lives and safety of their relatives.

We appeal to the President of the Republic of Türkiye, the world community, and the UN to support us and show perseverance in the protection of prisoners of war, so that through the internment procedure, all captured marines who have been held by the Russian Federation for many months, and whose health and life is not guaranteed by the aggressor country, will be taken to neutral countries.
