changing the rules of pre arranged social service visits, should be changed. If there is suspicion, they should act immediately. To many children are suffering from child abuse. 

Arthur left this world thinking he was unloved, let down but social services and police.

Pre arranged visits from social services can be staged, abusers are clever and can manipulate. 
When a report is made about a child’s welfare, how big or small it is, should be acted on immediately. Social services or police should be allowed by law to enter the school or home with our warning. 
This law should be called ARTHURS LAW. This law will help protect and hopefully save many children’s lives, from the cruelty of parents or carers. Children at a certain don’t really have the mental capacity to tell or understand what is happening. Children need protecting.
