We address MEP´s in a desperate attempt to prevent further tragic loss of life and suffering at the border with Belarus. For months, volunteers and ordinary citizens of Poland, Lithuania and Latvia have been trying to save the lives of people, who in an effort to find a safe place to live, became an instrument of the hybrid war of Belarus against countries of the European Union.

As citizens of the European Union, we hold certain noble values above all else. Values, such as the respect for human life and basic human dignity, which have been the cornerstones of our European community from the very beginning. To see them disintegrate so quickly at our very borders brings us true heartache.

For that reason, we implore you to help us uphold the very foundational ideals of the European Union. The protection of human rights, the promotion of peaceful solutions and confidence in the legal state cannot be tools of convenience. It is only in times of adversity when these principles are truly tested. And so far, we are failing terribly.

Right this moment, at our doorstep, a terrible tragedy is happening. There are hundreds of people stuck between the border forces of Belarus and our own. As frost has joined hunger and dehydration, it has exacerbated the already dire situation significantly. 

People in the forests are beaten, families are being separated, dogs are being let loose at the refugees, and their food and water is being taken away. Furthermore, tear gas is being used against the refugees in order to drive them into the swamps. Neither humanitarian organizations nor doctors are allowed to enter the border area and only government-approved journalists are allowed access.

The EU border guards refuse to accept applications for international protection, they block the access of doctors to the injured and people suffering from hypothermia. They take migrants away from hospitals and back to the forests, destroying their phones, consequently not allowing them to call for help. 

A border defense process in which people, including young children, are physically forced into Belarus, is not only inhumane and in stark violation of EU asylum regulations, but also completely inefficient. Its result is that those who are strong and lucky enough find a way into the European Union do so without proper authentication measures and registration, while people in poor health, families, and the elderly, are left to suffer in the forests bordering the conflicted area.

The argument that we must not give in to Lukashenko is being voiced repeatedly. However, that is exactly what we do, when we back away from our own rules and values, and allow exceptions to the European asylum law. By doing so, we resign on the basic pillars on which Europe has been built. We do this when we step away from conventions that arose from the immense suffering of the first half of the 20th century, as if we learned nothing.

The border crisis and the non-transparent action of EU countries directly neighboring Belarus, as well as that of the European Commission, weakens the confidence in what the European Community represents and undermines the sense of security of its citizens. 

We implore you to act immediately and remedy the situation in accordance with applicable European regulations on Asylum Laws, the European Charter, and the Geneva Conventions on International Humanitarian Law. We would further like for you to provide the people on the run with the basic measures for ensuring their survival, and an opportunity to apply for international protection!

Madame la Députée européenne, Monsieur le Député européen, 

Nous nous adressons à vous dans une tentative désespérée d'empêcher de nouvelles pertes tragiques de vies humaines et plus de souffrance à la frontière avec la Biélorussie. Pendant des mois, des bénévoles et des citoyens ordinaires de Pologne, de Lituanie et de Lettonie ont essayé de sauver la vie des personnes qui, dans leurs tentatives de trouver un endroit sûr où vivre, sont devenues un instrument d'une guerre hybride orchestrée par la Biélorussie contre les pays de l'Union européenne.

En tant que citoyens de l'Union européenne, nous sommes avant tout attachés à certaines valeurs nobles. Il s'agit du respect de la vie et de la dignité humaine, ces valeurs qui sont la pierre angulaire de notre communauté européenne depuis son tout début. Les voir se désintégrer si rapidement à nos frontières nous peine profondément.

C'est pourquoi nous vous implorons de nous aider à défendre les idéaux fondateurs de l'Union européenne. La protection des droits de l'homme, la promotion de solutions pacifiques et la confiance dans l'État de droit ne peuvent être des outils de convenance. C'est justement en période d'adversité que ces principes sont véritablement mis à l'épreuve. Et pour l'instant, nous échouons terriblement dans ce test.

En ce moment, à notre porte, une terrible tragédie se produit. Il y a des centaines de personnes coincées entre les forces frontalières du Bélarus et les nôtres. Alors que le froid s'est joint à la faim et à la déshydratation, il a considérablement aggravé la situation déjà désastreuse.

Dans ces forêts, les gens sont battus, les familles sont séparées, des chiens sont relâchés sur les réfugiés, et leur nourriture et leur eau leur sont confisquées. De plus, des gaz lacrymogènes sont utilisés contre les réfugiés afin de les chasser vers les marais. Ni les organisations humanitaires ni les médecins ne sont autorisés à entrer dans la zone frontalière et seuls les journalistes agréés par le gouvernement sont autorisés à y accéder.

Les gardes-frontières de l'UE refusent d'accepter des demandes de protection internationale, ils bloquent l'accès des médecins aux blessés et aux personnes souffrant d'hypothermie. Ils emmènent les migrants des hôpitaux vers les forêts, détruisant leurs téléphones, ne leur permettant par conséquent pas d'appeler à l'aide.

Un processus de défense des frontières dans lequel des personnes, y compris de jeunes enfants, sont physiquement forcées à entrer en Biélorussie, est non seulement inhumain et en violation flagrante des réglementations européennes en matière d'asile, mais également totalement inefficace. Son résultat est que ceux qui sont assez forts et assez chanceux trouvent un moyen d'entrer dans l'Union européenne, le font sans mesures d'authentification et d'enregistrement appropriées, tandis que les personnes en mauvaise santé, les familles et les personnes âgées, sont délaissées et souffrent un vrai calvaire dans les forêts bordant la zone de conflit.

L'argument selon lequel nous ne devons pas céder à Loukachenko a été répété à plusieurs reprises. Cependant, c'est exactement ce que nous faisons, lorsque nous nous éloignons de nos propres règles et valeurs et que nous autorisons des exceptions à la loi européenne sur l'asile. Ce faisant, nous renonçons aux piliers fondamentaux sur lesquels l'Europe s'est construite. Nous le faisons lorsque nous nous éloignons des conventions nées des immenses souffrances de la première moitié du 20e siècle, comme si nous n'en avions rien appris.

La crise frontalière et l'action non transparente des pays de l'UE directement voisins de la Biélorussie, ainsi que celle de la Commission européenne, affaiblissent la confiance dans ce que représente la Communauté européenne et sapent le sentiment de sécurité de ses citoyens.

Nous vous implorons d'agir immédiatement et de remédier à la situation conformément aux réglementations européennes applicables sur les lois d'asile, la Charte européenne et les Conventions de Genève sur le droit international humanitaire. Nous aimerions également vous demander de fournir aux personnes en fuite les mesures de base pour assurer leur survie et la possibilité de demander une protection internationale !

Sehr geehrtes Mitglied des Europäischen Parlaments,

wir wenden uns an Sie in dem verzweifelten Versuch, weitere tragische Todesfälle und weiteres Leid an der Grenze zu Belarus zu verhindern. Seit Monaten versuchen Freiwillige  sowie Bürgerinnen und Bürger Polens, Litauens und Lettlands, das Leben von Menschen zu retten, die durch ihre Suche nach einem sicheren Lebensort zu einem Instrument des hybriden Krieges von Belarus gegen Länder der Europäischen Union wurden.

Als Bürgerinnen und Bürger der Europäischen Union halten wir bestimmte, edle Werte hoch.  Werte wie die Achtung des menschlichen Lebens und der grundlegenden Menschenwürde, die von Anfang an die Eckpfeiler unserer Europäischen Gemeinschaft bildeten. Sie so schnell an unseren Grenzen zerfallen zu sehen, bereitet uns großen Schmerz.

Deshalb bitten wir Sie inständig, uns zu helfen, die grundlegenden Ideale der Europäischen Union zu bewahren. Der Schutz der Menschenrechte, die Förderung friedlicher Lösungen und das Vertrauen in den Rechtsstaat sind keine Beliebigkeitsregeln. Gerade in Zeiten der Not werden diese Grundsätze unter Beweis gestellt, und da haben wir bislang grandios versagt.

Gerade jetzt, vor unserer Haustür, spielt sich eine schreckliche Tragödie ab. Hunderte von Menschen sitzen zwischen den Grenztruppen von Belarus und unseren eigenen fest. Zu Hunger und Dehydratation hat sich Frost gesellt und die ohnehin schon schlimme Lage hat sich weiter zugespitzt.  

Die Menschen in den Wäldern werden geschlagen, Familien werden getrennt, Hunde werden auf die Flüchtlinge losgelassen, und man nimmt ihnen Essen und Wasser weg. Außerdem wird Tränengas gegen die Flüchtlinge eingesetzt, um sie in die Sümpfe zu treiben. Weder humanitäre Organisationen noch Ärzte dürfen das Grenzgebiet betreten, und nur von der Regierung zugelassene Journalisten haben Zutritt.

Die EU-Grenzschützer weigern sich, Anträge auf internationalen Schutz entgegenzunehmen, sie versperren Ärzten den Zugang zu Verletzten und Unterkühlten. Sie bringen die Migranten von Krankenhäusern weg, zurück in die Wälder und zerstören ihre Handys, sodass sie nicht um Hilfe rufen können. 

Ein Grenzverteidigungsverfahren, bei dem Menschen, darunter auch kleine Kinder, physisch nach Belarus gezwungen werden, ist nicht nur unmenschlich und ein eklatanter Verstoß gegen die EU-Asylvorschriften, sondern auch völlig ineffizient. Das Ergebnis ist, dass diejenigen, die stark sind und das Glück haben, einen Weg in die Europäische Union zu finden, dies ohne ordnungsgemäße Authentifizierungsmaßnahmen und Registrierung tun, während Menschen in schlechtem Gesundheitszustand, Familien und ältere Menschen, in den Wäldern an der Grenze des Konfliktgebiets leiden müssen.

Immer wieder heißt es, wir dürften gegenüber Lukaschenko nicht nachgeben. Doch genau das tun wir, wenn wir von unseren eigenen Regeln und Werten abrücken und Ausnahmen vom europäischen Asylrecht zulassen. Damit geben wir die Grundpfeiler auf, auf denen Europa ruht. Wir tun dies, wenn wir uns von den Konventionen, die aus dem unermesslichen Leid der ersten Hälfte des 20. Jahrhunderts entstanden sind, entfernen, als hätten wir nichts gelernt.

Die Grenzkrise und das intransparente Vorgehen der EU-Länder, die direkte Nachbarn von Belarus sind, sowie das der Europäischen Kommission schwächen das Vertrauen in die Europäische Union und untergraben das Sicherheitsgefühl ihrer Bürger. 

Wir bitten Sie inständig, unverzüglich zu handeln und in Übereinstimmung mit den geltenden europäischen Vorschriften zum Asylrecht, der Europäischen Grundrechtecharta und der Genfer Konvention zum humanitären Völkerrecht Abhilfe zu schaffen. Wir bitten Sie ferner, den Menschen auf der Flucht grundlegende Möglichkeiten zur Sicherung ihres Überlebens zu gewähren und ihnen zu ermöglichen, internationalen Schutz zu beantragen!

NA GRANICĘ BIAŁORUSKĄ. Natychmiast!

Zwracamy się do wszystkich Członków i Członkiń PE w desperackiej próbie zapobieżenia dalszym tragediom utraty życia i ludzkiego cierpienia na granicy z Białorusią. Przez ostatnie miesiące zarówno wolontariusze jak i zwykli obywatele Polski, Litwy i Łotwy próbowali uratować życie ludzi, którzy poszukując dla siebie bezpiecznego miejsca do życia, stali się instrumentem białoruskiej wojny hybrydowej przeciwko krajom Unii Europejskiej .

Jako obywatele Unii Europejskiej stawiamy pewne szlachetne wartości ponad wszystko. Są to wartości, takie jak szacunek dla życia ludzkiego i poszanowanie podstawowej godności ludzkiej, które były fundamentem naszej europejskiej Wspólnoty od samych jej początków.  Obserwowanie, jak błyskawicznie te wartości upadają przy naszych wschodnich granicach, naprawdę rozdziera nasze serca.

Z tego powodu domagamy się, aby pozwolono nam kultywować te najbardziej fundamentalne ideały Unii Europejskiej. Obrona praw człowieka, popieranie pokojowych rozwiązań i zaufanie do państwa prawa nie mogą być przedmiotem negocjacji. Dopiero w trudnych czasach zasady te naprawdę poddaje się próbie. I jak dotąd, zawiedliśmy straszliwie.

Nawet w tej chwili u naszych granic rozgrywa się straszna tragedia. Znajdują się tam setki ludzi, którzy utknęli między służbami granicznymi Białorusi a naszymi własnymi. A od kiedy mróz dołączył do głodu i odwodnienia, znacznie utrudniło to ich już i tak tragiczne położenie.

Ludzie w lasach są bici, rozdziela się rodziny, uchodźców szczuje się psami, odbiera się im zapasy jedzenia i wody. Ponadto przeciw uchodźcom używa się gazu łzawiącego, aby wypychać ich na bagna. Ani lekarze ani organizacje humanitarne nie mają wstępu na obszar przygraniczny, a spośród dziennikarzy wpuszczani są tylko ci akredytowani przez rządzących.

Służby graniczne UE odmawiają przyjmowania wniosków o ochronę międzynarodową, uniemożliwiają  lekarzom dostęp do rannych i osób cierpiących na hipotermię. Zabierają migrantów ze  szpitali i wywożą ich z powrotem do lasów, niszczą też ich telefony, w konsekwencji uniemożliwiając im wezwanie pomocy.

Proceder ochrony granic, w toku którego ludzie, w tym małe dzieci, są fizycznie wyrzucani na Białoruś, jest nie tylko nieludzki, oraz stanowi poważne naruszenie przepisów azylowych UE, ale także jest całkowicie nieefektywny. Jego rezultatem jest to, że ci, którzy są dostatecznie silni i sprytni tak czy inaczej  znajdują sobie drogę do Unii Europejskiej, czyniąc to bez jakichkolwiek procedur sprawdzających ich tożsamość i rejestracji, podczas gdy ludzie w znajdujący się złym stanie zdrowia, rodziny i osoby starsze są pozostawione w cierpieniu w lasach graniczących z obszarem dotkniętym kryzysem.

Wielokrotnie pojawia się argument, że nie wolno nam ulegać Łukaszence. Jednak dokładnie to robimy, kiedy wycofujemy się z naszych własnych zasad i wartości i dopuszczamy wyjątki od europejskiego prawa azylowego. W ten właśnie sposób rezygnujemy z podstawowych filarów, na których zbudowano Europę. Robimy to, gdy odchodzimy od konwencji, które wyrosły z ogromnego cierpienia pierwszej połowy XX wieku, jakbyśmy się z tych doświadczeń niczego nie nauczyli.

Kryzys graniczny i nieprzejrzyste działania krajów UE bezpośrednio sąsiadujących z Białorusią, jak  również Komisji Europejskiej osłabiają zaufanie do tego, co reprezentuje Wspólnota Europejska i podważają poczucie bezpieczeństwa jej obywateli.

Błagamy Państwa o natychmiastowe działanie i naprawienie sytuacji zgodnie z obowiązującymi europejskimi przepisami dotyczącymi prawa azylowego, Europejskiej Karty Praw Podstawowych oraz Konwencjami Genewskimi dotyczącymi Międzynarodowego Prawa Humanitarnego. Chcielibyśmy ponadto, aby Parlament Europejski domagał się zapewnienia migrantom podstawowych środków zapewniających im przetrwanie oraz możliwości ubiegania się o ochronę międzynarodową!

Vážená paní poslankyně, vážený pane poslanče Evropského parlamentu,

obracíme se na Vás v zoufalé snaze zabránit dalším tragickým úmrtím a utrpení. Oslovujeme Vás jakožto občané Evropské unie, která reprezentuje hodnoty, jež v těchto dnech umírají u hranic s Běloruskem. Umírají hodnoty, na kterých je evropské společenství postaveno - respekt k lidskému životu a důstojnost člověka. Umírá naše víra v deklarované cíle Evropské unie, jako je ochrana lidských práv, podpora mírových řešení a důvěra v právní stát.

Měsíce se dobrovolníci a obyčejní občané Polska, Litvy a Lotyšska snaží zachraňovat před smrtí ty, kteří se ve snaze nalézt bezpečné místo k životu stali nástrojem hybridní války Běloruska proti státům Evropské unie. Poslední týdny se k hladu a dehydrataci přidal i mráz. Do pohraniční zóny nemají povolen vstup humanitární organizace ani lékaři. Vpouštěni jsou jen vládou schválení novináři.

Postup “obrany” hranic, při němž jsou lidé včetně malých dětí násilím vytlačováni do Běloruska, je nejen nelidský a v příkrém rozporu s unijními azylovými předpisy, ale také naprosto neefektivní. Jeho výsledkem je, že se bez kontroly a evidence do Evropské unie dostanou ti, kteří mají dost sil a štěstí, zatímco utrpení a násilí v pohraničních lesích dopadají na ty nejslabší - lidi ve špatném zdravotním stavu, rodiny s dětmi a seniory.  

Členové pohraniční stráže států EU odmítají přijmout žádosti o mezinárodní ochranu, blokují přístup lékařů ke zraněným a podchlazeným lidem, odvážejí migranty z nemocnic zpátky do lesa, ničí jim telefony, aby si nemohli zavolat pomoc. Lidé v lese jsou biti, rodiny oddělovány od sebe, pouštějí na ně psy, berou jim jídlo a vodu. Je proti nim používán slzný plyn, jsou zaháněni do bažin.

Opakovaně zaznívá argument, že Lukašenkovi nesmíme ustoupit. Ale přesně to činíme, když ustupujeme ze svých vlastních pravidel, povolujeme výjimky z evropského azylového zákona a rezignujeme na základní pilíře evropské kultury. To činíme, když ustupujeme z úmluv, které vzešly z nezměrného utrpení první poloviny 20. století.

Krize na hranicích a netransparentní postup států EU přímo sousedících s Běloruskem, ale i Evropské komise, oslabuje důvěru v to, co evropské společenství reprezentuje a podkopává pocit bezpečí jejích občanů.

Žádáme Vás, abyste neprodleně jednali a zajistili nápravu dle platných evropských azylových zákonů a Ženevské úmluvy o mezinárodním humanitárním právu.  Zajistěte lidem na útěku základní podmínky pro přežití a možnost žádat o mezinárodní ochranu!
