Below is CARE's petition in English, and we are sending this petition's signatures to the South Korean government.

South Korean government must investigate and apologize for the 1,500 dogs who died of starvation in Yangpyeong!

The bodies of 1,500 dogs that had been starved and frozen to death were discovered in Yangpyeong, South Korea.

These dogs were neglected like they were no more than garbage. Some dogs survived by eating the carcasses of those dogs that had starved to death, and when there were no more bodies left, they, too, died even while biting at the iron bars that imprisoned them in an attempt to get free. Over three years, as more dogs were brought in, the same horror was repeated again and again. It is well known that breeding dogs, dogs no longer able to reproduce, and dogs displayed in pet shops but not sold were killed and used to make dog elixir (dog soju). We are now witnessing another form of hell for these dogs.

We demand the following:

1. The Ministry of Agriculture, Food, and Rural Affairs must explain the fate of dogs that can no longer have puppies and those that have not been adopted into their human families.

2. The Korean police must conduct a thorough investigation of this case. Where did these 1,500 dogs come from, and how did they die? A plan that details improvements to an animal’s life and death must be created and implemented.

3. The Yangpyeong County Office must issue an apology. Protecting animals in Yangpyeong County is the responsibility of the county office, and the county must apologize for allowing this horrific, massive-scale animal abuse to continue for years.

농림축산식품부의 실태조사, 경찰의 철저수사, 양평군청의 사과를 요구합니다.

개 1,500마리의 사체가 발견되었습니다. 

그들은 마치 고물처럼 방치되었습니다. 살아있는 개는 굶주림 끝에 먼저 죽어간 개의 사체를 먹으며 연명했고, 먹을 게 없어지면 나가기 위해 쇠창살을 물어뜯다가 죽었습니다. 새로운 개들이 들어오고, 3년이 넘는 기간동안 같은 일이 반복되었습니다. 그 동안, 생식능력을 잃은 번식장의 모견과 종견, 펫숍 진열장에 전시되었다가 안 팔린 품종견은 개소주로 처리되는 것으로 알려져 있었습니다. 다른 형태의 지옥을 우리는 보았습니다. 

1. 농림축산식품부는 알려 주십시오. 아기를 낳지 못하게 된 엄마개와, 반려인을 못 만난 개들은 어떻게 그 후의 시간을 보내고  있는지. 

2. 경찰은 수사해 주십시오. 1,500마리 개들이 어디서 와서 어떻게 죽어갔는지. 철저히 수사하여 동물의 삶과 죽음이 개선되는데 디딤돌을 놓아주십시오. 

3. 양평군청은 사과하십시오. 양평군내 동물보호는 군청의 책무입니다. 이 끔찍한, 대규모의 동물학대가 수년간 지속되도록 방치한 것에 대해 양평군청은 사과하십시오.
