The majority of the San Diego County Board of Supervisors (BOS) continues to vote for the ongoing use of teleconferencing under the 'emergency' provisions of California Assembly Bill 361 (AB 361).

The current protocols do not offer transparency nor accountability. If the BOS is going to continue teleconferencing, there should be protocols in place that assure the public that Supervisors who choose to teleconference are actively listening and participating.

Best-practice protocols include: 

I.  ESTABLISH A TELECONFERENCING ATTENDANCE PROTOCOL & IMPLEMENT AUDIBLE ACCOUNTABILITY

   -- Audibly verify you are really present when it's stated you are participating via teleconferencing (See video from 06/15/2022)

II.  SHOW THE FACES OF TELECONFERENCING SUPERVISORS ON SCREEN IN REAL TIME DURING THE ENTIRE MEETING

   -- The public deserves to know you really ARE there and paying attention

III.  STAY LOGGED ON DURING MEETINGS 

   -- No popping in & out for only things you want to vote on 

IV.   SUPERVISORS MUST ABSTAIN FROM VOTING IF THEY WERE NOT PRESENT TO LISTEN TO THE PUBLIC COMMENTS

   -- If you didn’t listen to the public comments, you don’t get to log back in and vote for the item whose commenters you ignored  (See 08/31/2021 - top right screen in chambers, Terra Lawson-Remer logs back into meeting late at night after public comment period is over.)

V.   AUDIBLE VOTE THAT VERIFIES THE SUPERVISOR ACTUALLY KNOWS SPECIFICALLY WHAT ITEM/ISSUE S/HE IS VOTING ON

   -- Supervisor must audibly state what s/he is voting on [e.g., “Lawson-Remer, item #19, AYE"  (See video 08/31/2021)]
