日本の法律では、ペットサロンを経営するためには動物取扱業の登録が必要ですが、ハサミやバリカンを用いてペット美容(グルーミング)を行うトリマー本人に資格を必要としないことをご存じでしょうか？

トリマーの資質をより高い水準に引き上げ、ペットサロンを利用する飼い主が安心して家族を預けられるよう、トリマーの国家資格化を実現し、免許制とすることを求めます。

【詳細】

1.  本署名の目的（なぜこの活動を行うのか）

2020年5月、愛犬のトイプードル（ティファニー）がペットサロンで喉を刺され死にました。当該トリマーは過去にも不可解な事故を繰り返していた可能性があり、当局がサロンの実態を把握する仕組みがあれば、事故は防げた可能性がありました。本事案のようにトリミングでペットが怪我や死亡事故に遭うトラブルは全国で多発しており、ペットサロン業界の規制強化は待ったなしの状態です。そこで、トリマーの資質をより高い水準に引き上げ、ペットサロンを利用する飼い主が安心して家族を預けられることを目的に下記事項を求めます。

2.  要望事項

1) トリマーの国家資格化

トリマーとして就業するためには、国家試験に合格し、免許を取得しなければならないようにする。

2) トリマーによる当局への事故報告と当局による指導監督の義務化

トリマーが施術中に動物病院で治療を必要とする程度の怪我をさせた場合、当局へ報告することを義務化する。また、当局がトリマーおよびトリマーが就業するサロンに対して指導監督を行うことを義務化する。 

 

Did you know pet groomers are not licensed in Japan? In order to raise the level of professional care on the part of groomers so that pets and their owners are protected, we call for licensing of groomers.

1.  Why this petition matters

In May of 2020, our beloved fur-baby Tiffany was stabbed and killed by a groomer. We later learned that the groomer may have injured dogs on numerous occasions while grooming. If pet groomers needed to be licensed by law and checked by regulating authorities, we believe this incident could have been prevented. Incidents where dogs are injured or killed at groomers are occurring at an alarming rate. In order to raise the level of professional care on the part of groomers so that pets and their owners are protected, we call for licensing of groomers in Japan.

2.  We aim to achieve the following goals

1. Licensing of all pet groomers

  Pet groomers shall be required to pass an examination and be licensed.

2. Mandate reporting of incidents to regulating authorities

Pet groomers shall be required to report incidents to regulating authorities and the regulating authorities shall be required to check and revoke licenses according to law.
