All of us are painfully aware of the wide income- and wealth-inequalities in our country and the Pandemic of the last two years has only further accentuated them, as brought out by several reports including the Oxfam one.


The top 10% of the population hold close to 77% of total national wealth, while the bottom 50% hold a mere 6% of national wealth.  While the number of billionaires grows even in the pandemic, India continues to be home to a quarter of undernourished people worldwide. This large mass of people have been facing untold hardships in these two years.  According to reports, suicides by Daily wage workers, self-employed and unemployed persons have been rising in this period and outnumber the incidence in other occupations. 


Now is the time to stop paying lip service to the noble aims and take concrete steps to reverse this widening inequality.  We ask you to take the following steps starting with the Union Budget this year.

  1. Introduce Universal Basic Income, which has been formulated in NDA-1 tenure by Mr Arvind Subramaniam, and make sure that the poorest of poor get concrete monetary support, more valuable than any assurance by leaders.
  2. Raise the budgetary allocation on Health care from the current 3.5% to 6% of GDP and strengthen the National Health Mission framework of Community and District hospitals.
  3. Raise the allocation on Education from the current 3% to 6% of GDP, so that the adverse impact of the Pandemic on school education is reversed.
  4. Raise the funds for meeting these requirements from three sources:
  • Impose 4% wealth tax on the wealthiest such that the bulk of expenditure on Healthcare and Education is met from this tax collection
  • Increase the rate of surcharge on Income exceeding Rs 50 lakhs from the present 10% at the lowest to 20% at the lowest.
  • Tax conspicuous consumption by raising tax rates and import duties on luxury items.

By taking these steps, we will not only ensure that the poorest sections will survive these hard times, but also help reverse the undernourishment of millions of children and promote their education and well-being.
