SCRAPS Leadership is unnecessarily killing of long term shelter dogs and behavior dogs all while claiming they are no kill. The City of Spokane holds a contract which states animals can only be euthanized if they meet these guidlelines: 

• Shelter Services: “The operating policy of SCRAPS will be to restrict euthanasia to only those cases in which an animal in the care of the facility is found to be in the process of dying or determined by a licensed Veterinarian or Animal Behavior Specialist to suffer from an irremediable prognosis. No euthanasia will be performed without the express approval of the SCRAPS Director. Animals in the care of SCRAPS will not be sent to or exchanged with any other animal shelter, care facility or rescues with policies that do not meet this standard."  

• Section No. 2, F, defines “irremediable prognosis” as:  "An animal determined by a licensed veterinarian to be suffering by a severe, unremitting physical pain with prompt, necessary and comprehensive veterinary care and/or an animal deemed by applicable law or determined by an animal behavior specialist to be an untreatable threat to other animals or people." 

Amelia and Domino were killed and did not meet this criteria. Sadly, There may be others.

We cannot continue to allow this to occur without consequences for SCRAPS  Leadership. We need Spokane County Commissioners to take immediate action by doing the following:

1. Remove Cathrene Nichols from overseeing SCRAPS
2. Terminate Jesse Ferrari
3. Terminate Nick Hobbs-Doyle
4. Remove Dr. Elizabeth O'Keeffe from any Behavior Assessment and Behavior Euthanasia decisions
5. Create an Advisory Board Consisting of Advocates of our vote to uphold the No Kill Advocacy Center model that Spokane County wants and deserves

It is time for our government officials to take action to remove the corrupt leadership at SCRAPS.  They have no prior animal care, shelter care, or animal behavior experience. They have blatantly been dishonest with our community on multiple occasions. They have unnecessarily killed dogs. They do not meet the minimum requirements for the positions they hold. They have broken their contract with the City of Spokane. They advise our community to break the law by committing animal abandonment. Where does this end?
