動物は「命あるものである」と動物愛護法に記されていますが、まだまだ痛みも感情も無い「物」として扱われ多くの犠牲を払っています。

 

１、

民法ではペットは「所有物」とされているので「所有権」が発生します。

たとえば多頭飼育崩壊が起きた際、飼い主が所有権を放棄しなければ、捜査中に一時保護ができたとしても捜査終了後には飼い主に返還しなくてはなりません。

ネグレクト、虐待、車内置き去り、飼い主の死後室内に放置などの事例で所有権が問題になっています。

 

◆民法で「動物はモノではない」と明記し、ペットを「所有物」と見なさず「所有権」で扱わないようにし、「動物愛護法」によって保護できるような改正案を求めます。

また、虐待を行った業者や飼い主が販売や飼育することが二度とできないよう再犯防止の法律も求めます。

 

２、

現在、環境省に動物愛護管理室を設置していますが、動物虐待、過剰な繁殖、遺棄などの多くの問題に対して対応できていません。

動物に対する意識の度合いは国の機関でわかると言われていますが、日本では環境省内の自然環境局の中の総務課に「動物愛護管理室」としてあります。

このことからも動物福祉を重要視していないことがわかります。

 

◆「室」ではなく「動物福祉課」、または課より上の局、「動物福祉局」を設置し、現在、採用枠の無い獣医師雇用枠を設け、専門家と共に対策を練ることを求めます。

Neglect, abuse, leaving the animal in the car, leaving the animal indoors after the owner's death - these are all cases where ownership has become an issue.

We call for an amendment to the Civil Code to clearly state that "animals are not property", so that pets are not considered "property" and are not treated with "ownership" and can be protected by the Animal Protection Law.

◆We also call for laws to prevent repeat offenders so that abusive traders and owners are never allowed to sell or keep pets again.

Currently, the Ministry of the Environment has an Animal Protection and Control room, but it is not able to deal with many problems such as animal abuse, over breeding and abandonment.

It is said that the level of awareness of animals can be assessed by national institutions, and in Japan, the institution is the room, and you can understand the low awareness of animal welfare.
 

◆Please set up the "Animal Welfare Division" and "Animal Welfare Bureau", which are the organizations above the "Room".

Also, we do not currently employ animal specialists, so please set a veterinary employment quota.
