Network Rail are proposing to close the current level crossing at The Hatches in Frimley Green and replacing it with an accessible footbridge at the end of Spencer Close to improve safety.

There are a number of issues and concerns from residents with this proposal including:

  • The cost of the project. The current "working cost" for the footbridge is £3.7m which has grown from £2.4m.
  • Alternative solutions being disregarded. A Miniature Stop Light (MSL) would cost significantly less and would provide a 60% safety improvement on the current solution.
  • Misleading information. Network Rail use the outdated cost of £2.4m in their cost benefit analysis to get a figure that passes. If they were to use the current figure of £3.7m (or even the cost of £3m which was their estimate in Oct 2021), it would likely fail. Network Rail are yet to provide the formula or an updated calculation on this.
  • Ecological impact. Over 1,200m2 of trees will need to be removed to accommodate the new bridge and footpath. Badgers, foxes, deer and bats are known to roam in the impacted area.
  • Increased commute. Many users will have an increased distance to walk with the new bridge (up to approx 0.5km).
  • Closure of the ancient right of way across the Hatches.   
  • The consultation process has been poor. Network Rail have been very slow to provide (and publish) evidence and answers to questions.
  • Other. Nearby residents are concerned by the impact on privacy, parking, light and sound pollution, security and litter.
