The Issue

Exciting news has been announced, delighting the public: the San Diego Zoo and the Smithsonian National Zoo will receive new giant pandas from China in 2024. Last month, the Queen of Spain personally visited the Madrid Zoo to see the newly loaned giant pandas. This vulnerable species, the giant panda, even attracts royalty to visit.

I would like to emphasize once again that all giant pandas worldwide are the permanent property of China and must be returned there. Do you know HOW these pandas live out the rest of their lives once they return to China?

Do you know HOW China treats this national treasure?

China has been accused of forcing pandas into commercial activities for profit. There have been severe animal welfare violations, including "forced animal handling," which allegedly continue covertly today. You can see how easily private services to interact with giant pandas are available on travel apps like "Klook.“

Do you not realize how horrifying this abuse is?

Even though the CITES treaty, which implicitly recognizes China’s exclusive ownership of giant pandas, prohibits the commercial exploitation of endangered species?

Does it seem acceptable to you that even baby pandas, who should still be under their mother's care, are made to perform for tourists, be laughed at and photographed, and handled carelessly?

The fate of a popular panda, exposed to countless human interactions and with an extremely weakened immune system, is inevitably tragic.

Han Han, a popular panda born in 2012, affectionately known as the "smiling angel" in China.

He was loved by so many people.

In the end, he developed severe hair loss and a weakened immune system.

In a neglected corner of a rundown breeding facility, he lost all his fame and attention and was left abandoned for far too long.

Is this really proper animal welfare?

being beaten.

being thrown.

What is the reality of China's animal welfare practices, despite the praise it has received for its success in breeding giant pandas?

Of course, there are giant pandas who live happily in good zoos with excellent caretakers, but these cases are truly the lucky few.

Some pandas are given very little, poor-quality food because they shouldn't appear sleepy in front of tourists when they're full. Is this true? Who knows?

Some giant pandas live with rats in their enclosures and drink water contaminated with moss. Is this true? Yes, it is.

Is this the great and special way the country that monopolizes giant pandas cares for its endangered animals?

Imagine how you would feel if a giant panda, born in your country and loved by many, ended up in such unsanitary conditions and subjected to forced animal handling upon returning to China.

Yes, this is exactly what happened to Fu Bao, the popular giant panda born in Korea who recently returned to China under the CITES agreement.

This beautiful giant panda, now four years old, has faced numerous allegations of abuse since returning to China.

A close-up photo of Fu Bao during her 50-day quarantine period has been leaked. Although authorities claim it was taken by a paparazzo, the photo's location and angle suggest internal cooperation. Authorities remain silent about the photographer, the circumstances, and the identity of the person in the photo. It seems they intend to stay silent indefinitely.

That's not all.

  • Worsening hair loss, despite claims of no health issues.
  • Stumbling due to whiskers that appear to be artificially damaged.
  • An obviously emaciated appearance, despite statements of no weight loss.
  • Prolonged seclusion in a dilapidated enclosure without reasonable cause.

All of these changes occurred within just two months of Fu Bao returning to China. This suggests secretive and illegal mistreatment of Fu Bao.

These shocking and heartbreaking developments have prompted me and other Korean fans to take action to rescue Fu Bao. However, to this day, authorities have responded with deletions, blocks, silence, and video manipulation. Despite numerous efforts, governmental control and concealment continue to obstruct the truth.

But I, you, and we will not stop. We will continue to demand the truth and push for the establishment of facilities and regulations that ensure Fu Bao's safety. We must demonstrate our responsibility as humans who love animals.

We know the solution to these issues. Authorities, please confirm the following actions:

  • Disclose Fu Bao's current health status and take appropriate measures.
  • Implement 24-hour CCTV monitoring in both Fu Bao's internal and external enclosures to ensure that secretive and illegal mistreatment does not occur again.

This is our earnest request.

Everyone, support this petition.

Let’s save Fu Bao and all the other suffering giant pandas and animals together. Let’s end forced animal handling together.

Please join us in taking a step toward better animal welfare.
