Cuenca has become Sister City with Paju, South Korea.  This relationship was no doubt formed in the spirit of friendship and for your mutual benefit, for business links and trade, etc.  And, while Cuenca would have expected to learn about the differences in cultural practices of the Paju citizens, we feel certain that your city would have hesitated to form such a Sister City relationship had your city known about the aberrant and cruel practices routinely carried out in the dog and cat meat trades in Paju and all over South Korea.  Lucrative, but illegal trades which carry on unchallenged: with no enforcement of the laws and no punishment for those violating them.

South Korea is the home to global companies, such as Hyundai, Kia, Samsung, LG, Daewoo, SK, and POSCO, which is why it is so shocking that an estimated 2.5 million dogs are tortured and slaughtered every year within South Korea, because of the greed of dog eaters and the dog meat industry; while the majority of those Koreans, who don’t actually participate in this offensive trade, show a profound indifference by doing nothing at all to stop it.

We know how loyal and faithful our dogs across the world are, and we all ask a lot of them - they serve us in innumerable ways: farm work, war work, police, and guard duties, search and rescue, help for the disabled, guiding and guardianship, and, of course, as our loving and trusting companions.

Dogs were first domesticated many thousands of years ago, and so much do they want to be part of our ‘human’ family that they have learned to understand our gestures and our language - the language of another species, which shows remarkable willingness and intelligence.

In Paju there are countless dog farms, slaughterhouses, markets, and restaurants where the dogs, who have been tortured their entire lives, end up being slaughtered in the most inhumane ways, such as by electrocution, hanging, or beating; and then thrown into boiling water – sometimes while they are still alive. In many places, dogs are being killed in full view of other terrified, caged dogs; and this takes place in public and in broad daylight. In addition, many abandoned and stolen former pets end up in this industry and are subject to the same cruelty.

There are laws in South Korea against selling dogs and cats for human consumption yet these laws are routinely and blatantly ignored.

We believe that there must surely be some social responsibility for the representatives of one city to take a stand against any wrongdoing being sanctioned or ignored by their Sister City.  As such, we ask you to please urge Paju Mayor Choi Jong-Hwan to take action and to state that Cuenca and its citizens demand that Paju issue an official document mandating that the following existing Korean laws be enforced by its government officials, police, and judges:

The unauthorized processing of food waste fed to dogs in the meat trade is a violation of the Wastes Control Act, Article 15-2, Article 25, Section 3.  Suppliers of food waste and transporters of food waste to dog meat farms are violating this regulation.

Food waste fed to dogs in the dog meat trade is a violation of the Control of Livestock and Fish Feed Act, Article 14, Section 1 & 2.  The unauthorized collection of food waste and the act of feeding it to dogs in the meat trade is in violation of this regulation.

Excrement and resulting environmental damage produced as a by-product of the illegal dog meat farm is a violation of the Act on the Management and Use of Livestock Excreta Article 11.  The excrement produced at dog meat farms causes environmental damage to the immediate and surrounding area.

The act of slaughtering dogs for human consumption is a violation of the Animal Protection Act Article 8, Section 1, Clause 4. The act of slaughtering a dog, without a justifiable ground – such as out of necessity for veterinary treatment, or in circumstances of immediate threat, harm, or damage to human life or property, is a violation.

The slaughter of dogs by electrocution is a violation of the Animal Protection Act, Article 8, Section 1, Clause 1.  Inflicting injury or death to any animal by the following means: battery by tools, exposure to drugs, exposure to extreme heat or fire, electrocution, and drowning is subject to legal punishment. Therefore, the routine slaughter of dogs by butchers and farmers by these methods is in violation of the Act. Further, electrocution as a method of slaughter is internationally recognized as an inherently cruel method of slaughter and banned globally.

Slaughter of dogs from an unauthorized slaughterhouse is a violation of the Livestock Products Sanitary Control Act, Article 7 Section 1.  The Livestock Products Sanitary Control Act, states that dogs are officially recognized and classified as “animals” that are “prohibited from being slaughtered and distributed as food for human consumption”. Therefore, those vendors operating dog slaughterhouses are operating outside of the parameters of the law and in violation of the law.

Slaughter of dogs for their own consumption is a violation of the Animal Protection Act, Article 10.  The intent of the Act is to ensure that no animal is slaughtered in a cruel or revolting manner, and shall be free from unnecessary pain, fear, or stress during the process of slaughter. Therefore, the only humane way of slaughtering dogs would be by euthanasia (lethal injection). All currently practiced methods of slaughter by butchers, farmers, and traders exclude euthanasia as a method of slaughter, therefore they are all in breach of this Act.  This is also a violation of the Livestock Products Sanitary Control Act Article 7 Section 1 Clause 2.  According to the Livestock Products Sanitary Control Act, the slaughter of animals for their own consumption is allowed only for the livestock animals that are publically announced as classification of livestock in the Livestock Products Sanitary Control Act and dogs are not classified here.

The display and sale of dog carcasses in traditional outdoor markets is a violation of the Food Sanitation Act, Article 4, 5.  Violation of laws banning the sale of harmful food due to the contamination from the unsanitary and illegal slaughter of the animal and display of the dog carcass. For example, dog carcasses are routinely contaminated by microorganisms that cause human diseases and food poisoning which can lead to serious and life-threatening health complications.  There are also strict laws that ban the sale of meat from sick animals, due to the fact that there is no quality control or formal monitoring of slaughter practices in the dog meat trade it is very likely that violation of these laws is happening routinely.

Dog meat restaurants’ sale of dog meat soup made with dog carcass from an unknown source is a violation of the Food Sanitation Act Article 44 Section 1 Clause 1. Uninspected livestock products must not be transported, stored, displayed, sold, or used for manufacturing or processing food for human consumption.

International coverage of the brutal dog and cat meat trade in South Korea has stained Paju, South Korea’s image.  Don’t let it also tarnish your City’s Sister city relationship. The time to end this tragedy is now.  The favor of your reply is requested.

Señor Alcalde de Cuenca, Darío Dolz: Comuníquele por favor a la Ciudad Amiga de Paju, Corea del Sur, que nos oponemos a la tortura y el consumo de perros y gatos.

La ciudad de Cuenca se ha convertido en Ciudad Amiga de Paju, Corea del Sur. Esta relación indudablemente surge de un espíritu amistoso que las beneficia mutuamente a través de vínculos culturales, comerciales, etc. Pero, mientras Cuenca quizá hubiera esperado conocer diferentes modalidades y prácticas culturales de los habitantes de la ciudad Amiga, estamos seguros de que habría dudado en establecer aquellos vínculos si hubiera sabido de las prácticas crueles, aberrantes, que imperan dentro del comercio de carne de perro y gato en Paju y en toda Corea del Sur. Se trata de negocios tan lucrativos como ilegales que operan sin ser objetados, al margen de la ley, sin que les apliquen penas a quienes la violan.                                                                         

Siendo Corea del Sur asiento de compañías globales como Hyundai, Kia, Samsung, LG, Daewoo, SK y POSCO, resulta sumamente impactante que casi 2,5 millones de perros sean torturados y sacrificados cada año en Corea del Sur sólo por la codicia de los comerciantes de carne de perro y por el paladar de algunos comensales, mientras la mayoría de los coreanos que no participa de este ofensivo comercio muestra profunda indiferencia, sin hacer nada para acabar con él.

Sabemos cuán leales y fieles son los perros en todo el mundo, y cuánto les exigimos a tantos  de ellos que prestan servicio en innumerables  formas, sea en trabajo de granjas, en guerras, o como canes de policía, como guardianes, o en operativos de búsqueda y rescate, tanto como al servicio de discapacitados, sirviendo de guía, protegiendo, y muy especialmente como amorosos compañeros en quienes nosotros confiamos.

Los perros fueron domesticados hace miles de años, y tanto quieren formar parte de la familia "humana" que han aprendido a interpretar nuestros gestos e idiomas, es decir, el lenguaje de una especie distinta de la propia, mostrando así su notable disposición e inteligencia.

En Paju existen numerosas granjas de perros, mataderos, mercados y restaurantes donde los canes, tras ser torturados durante su vida, terminan siendo sacrificados de la manera más inhumana, por electrocución, colgados o golpeados y luego arrojados al agua hirviendo incluso estando a veces con vida todavía.

 En muchos de esos predios, los perros son muertos y desmembrados a la vista de otros canes cautivos aterrorizados en sus jaulas. Esto ocurre en público, a plena luz del día. Así también, las mascotas perdidas o robadas a menudo terminan en manos de esta industria que las somete a la misma crueldad.

Hay leyes en Corea del Sur contrarias a la venta de perros y gatos para consumo humano, pero son rutinaria y descaradamente ignoradas.

Pensamos que la responsabilidad social cuenta para los representantes de una ciudad, moviéndolos a tomar cierta posición frente a los actos ilícitos de su ciudad amiga o Amiga, ya sea para sancionarlos o ignorarlos. Por esta razón, le solicitamos que inste a involucrarse al Alcalde de Paju Choi Jong-Hwan, reconociendo que sus ciudadanos le solicitan emitir un documento oficial que ordene a funcionarios, policías y jueces cumplir con la siguiente reglamentación coreana ya existente:

No está autorizado el procesar desechos de comida para alimentar a los animales de consumo humano; es una violación a la Ley de Control de Desechos, Artículo 15-2, Artículo 25, Sección 3. Quienes proveen y transportan los residuos de alimentos a los criaderos de perros violan esta reglamentación.

Los desechos alimentarios usados como alimento para perros destinados a carne, viola la Ley de Control de Ganado y Peces, Artículo 14, Sección 1 y 2. La recolección no autorizada de desperdicios de alimentos y su consumo por perros destinados a carne, viola el presente Reglamento.

Los excrementos y los daños ambientales resultantes, subproductos de la actividad de granjas ilegales de perros, violan la Ley de Gestión y Uso de Excrementos de Ganado, Artículo 11. Tales residuos causan daños ambientales a las zonas circundantes.

La faena misma de perros para consumo humano contraviene la Ley de Protección Animal, Artículo 8, Sección 1, Cláusula 4. El acto de sacrificar un perro sin un fundamento justificable –  eutanasia veterinaria, o circunstancias de amenaza inmediata, o daño a la vida o a la propiedad de personas – constituye una violación a la ley antedicha.

La matanza de perros por electrocución viola la Ley de Protección Animal, Artículo 8, Sección 1, Cláusula 1. Infligir lesiones o muerte a cualquier animal por los siguientes métodos: abatimiento con herramientas, por exposición a drogas, exposición a calor extremo o fuego, electrocución y ahogamiento, son objeto de penalización. Por lo tanto, la matanza habitual de perros llevada a cabo por carniceros y granjeros según los métodos descriptos viola la ley. Además, la electrocución como forma de sacrificio está internacionalmente reconocida como método cruel y prohibido a nivel mundial.

El sacrificio de perros en mataderos no autorizados viola la ley de Control Sanitario de Productos de Ganadería, Artículo 7, Sección 1. La Ley de Control Sanitario de Productos Ganaderos establece que los perros están oficialmente reconocidos y clasificados como "animales prohibidos de ser sacrificados y distribuidos para consumo humano". Por lo tanto, los vendedores que operan mataderos de perros lo hacen completamente al margen de  parámetros legales y en abierta violación de ellos.

La matanza de perros para consumo viola el artículo 10 de la Ley de Protección  Animal. La intención de esta ley es asegurar que ningún animal sea sacrificado de manera cruel o repugnante, y que sea liberado de dolor innecesario o estrés durante el proceso de faena. Por lo tanto,  la única forma humana de matar a los perros sería mediante eutanasia (inyección letal). Todos los métodos de sacrificio actualmente practicados por carniceros, granjeros y comerciantes excluyen la eutanasia, de modo que todos infringen esta ley, como también la Ley de Control Sanitario de Productos Pecuarios, Artículo 7, Sección 1, Cláusula 2. De acuerdo con esta Ley, el sacrificio de animales para consumo sólo está permitido para aquellos clasificados como “ganado” en la Ley de Control Sanitario de Productos Pecuarios, y los perros no figuran allí.

La exhibición y venta de la canal de perros en mercados tradicionales al aire libre viola la Ley de Higiene Alimentaria, Artículo 4, 5. También viola las leyes que prohíben la venta de alimentos nocivos por contaminación, tal como la generada por la matanza operada en condiciones insalubres e ilegales, prohibiendo así mismo la exhibición de la canal del perro. Un ejemplo, los esqueletos se hallan habitualmente contaminados por microorganismos causantes de enfermedades e intoxicaciones a humanos, capaces de conducir a complicaciones en la salud humana potencialmente mortales. También existen leyes que prohíben la venta de carne de animales enfermos, pero, dado que no hay control sanitario ni de calidad, como tampoco supervisión formal de la faena dentro del comercio de carne de perro, es altamente probable que también se violen estas reglamentaciones cotidianamente.

La sopa de huesos de perro de procedencia desconocida que se vende en los restaurantes implica una violación a la ley de Higiene Alimentaria, Artículo 44, Sección 1, Cláusula 1, que ordena que no pueda transportarse, almacenar, exhibir, vender o emplear para la manufactura de alimentos de consumo humano ningún producto de ganadería que no haya sido inspeccionado.

Pensamos que cuanto aquí pedimos hace al espíritu y a los objetivos de la hermandad entre ciudades, que procura establecer relaciones fructíferas entre ellas en áreas tales como el turismo, comercio, intercambio cultural y salud pública.

La cobertura internacional que ha recibido el brutal negocio de carne de perro y gato en Corea del Sur ha manchado a Seúl y a la imagen  toda de Corea del Sur. No permita que eso mismo empañe también la relación con la Ciudad Amiga. El momento de acabar con esta tragedia es ahora.
