คำเเถลงการณ์ กลุ่มรักษ์ตึกหุ่นยนต์
ร่วมกับสมาคมสมาคมอนุรักษ์ศิลปกรรมเเละสิ่งเเวดล้อม (SCONTE)

กรณีธนาคาร UOB กำลังทำร้ายตึกหุ่นยนต์

เนื่องด้วยในขณะนี้ ทางธนาคาร UOB ประเทศไทย กำลังดำเนินการทุบทำลายผนังภายนอกของ ตึกหุ่นยนต์ เพื่อปรับปรุงเป็นอาคารสำนักงาน UOB สาขาสาทร แม้เราจะมองไม่เห็นจากภายนอกเพราะมีการคลุมผ้าใบไว้ทั้งอาคารทางธนาคารฯเเละผู้ออกแบบก็ไม่ได้มีการเปิดเผยเเบบปรับปรุงภายนอกให้สาธารณชนเห็น แต่ทางผู้เเทนกลุ่มคือตัวกระผมเอง นายวิชัย ตันตราธิวุฒิ อดีตนายกสมาคมสถาปนิกผังเมืองไทย ประธานกลุ่มรักษ์ตึกหุ่นยนต์พร้อมทั้งดร.สุเมธ ชุมสายฯ ศิลปินเเห่งชาติสาขาทัศนศิลป์ (สถาปัตยกรรมร่วมสมัย) ปีพ.ศ. ๒๕๔๑ สถาปนิกผู้ออกแบบอาคารนี้ ได้มีโอกาสเห็นแบบปรับปรุงอาคารที่มีบริษัท 103 อินเตร์เนชั่นเเนลเป็นผู้ทำแบบก่อสร้าง ในการประชุมอย่างไม่เป็นทางการพร้อมกับผู้เเทนของธนาคาร UOB ประเทศไทย เมื่อวันที่ ๑๖ มีนาคม ๒๕๖๖

จึงมีความกังวลว่าในแบบปรับปรุงนี้จะไม่หลงเหลือสภาพความเป็นตึกหุ่นยนต์อยู่เลย ในการนี้คุณค่าความสำคัญในฐานะมรดกสถาปัตยกรรมร่วมสมัยไทยที่เป็นที่รู้จักมากที่สุดในโลกก็จะสูญหายไป คุณค่าเเละความหมายเชิงวัฒนธรรมนี้กำลังจะถูกแปรเปลี่ยนกลายเป็นอาคารสำนักงานหลังหนึ่งที่พบเห็นดาดดื่นทั่วไป ไม่ต่างไปจากการที่เรามีงานจิตรกรรมชิ้นเด่นระดับโลกเเต่กลับถูกลบเลือนเพนท์ทับลงไปใหม่อย่างไร้ความตระหนักเเละไร้จิตสำนึก

ดร.สุเมธ ชุมสายฯได้ออกจดหมายถึงผู้บริหารธนาคารฯ เพื่อทักท้วงขอให้มีการพิจารณาการปรับปรุงใหม่โดยคงรูปลักษณ์ภายนอกไว้ แต่กลับได้รับคำตอบจากทางธนาคารฯอย่างไม่มีความตระหนักในคุณค่าความสำคัญอย่างยิ่งยวดทางวัฒนธรรมของอาคารเลย มีใจความว่า “การออกแบบปรับปรุงของเรา ให้ความสำคัญกับความเป็นอยู่ที่ดีของพนักงาน รูปแบบภายนอกอาคารได้ปรับเปลี่ยนโดยคำนึงถึงสิ่งเเวดล้อมเป็นหลัก และจะนำวัสดุที่เป็นมิตรกับธรรมชาติมาใช้โดยใช้ผนังใสแทนที่ผนังทึบเพื่อช่วยลดการใช้ไฟและเครื่องปรับอากาศในอาคาร”

ต่อมา Docomomo Thai ได้ออกจดหมายเปิดผนึกถึงผู้บริหารธนาคารฯ เเจ้งถึงคุณค่าความสำคัญในระดับนานาชาติของอาคารนี้ โดยร้องขอให้มีการพิจารณาเปลี่ยนเเปลงแบบปรับปรุงภายนอกตึกหุ่นยนต์ให้คงสภาพเดิมที่มีความแท้(authenticity) เพื่อคงประโยชน์สาธารณะในฐานะมรดกสถาปัตยกรรมโมเดิร์นไทยที่มีความโดดเด่น ทรงคุณค่าในระดับสากล เเละต่อมาก็ได้รับจดหมายตอบจากธนาคารฯด้วยข้อความเดียวกัน

จากคำตอบของทางธนาคารฯ เเสดงถึงความไม่รับผิดชอบต่อสังคมไทยในการคงไว้ซึ่งมรดกสถาปัตยกรรมร่วมสมัยของประเทศไทยมีคุณค่าที่สุดและเป็นที่รู้จักมากที่สุดในระดับโลก เเม้ในขณะนี้ประเทศไทยซึ่งมีความล้าหลังในการออกกฎหมายและการตีความกฎหมายเพื่อคุ้มครองมรดกสถาปัตยกรรมร่วมสมัยและทรัพย์สินทางวัฒนธรรม จึงอาจมีการกระทำการโดยรู้เท่าไม่ถึงการณ์เเละยังไมสามารถตระหนักถึงคุณค่าที่อาจยังไม่ได้รับความคุ้มครองทางกฎหมายไทยในขณะนี้ เเต่เมื่อมีผู้รู้ทักท้วงไป ก็น่าที่จะมีการเจรจาหาทางออกร่วมกัน แต่ทางธนาคารฯกลับดำเนินการทุบทำลายต่อไป

จนต่อมาทาง Docomomo Singapore ก็ได้ลงข้อความสนับสนุน Docomomo Thai ในFacebook pageของพวกเขาเรียกร้องให้ธนาคาร UOB ประเทศไทย เคารพซึ่งความสำคัญอย่างยิ่งของตึกหุ่นยนต์ในฐานะมรดกสถาปัตยกรรมชิ้นสำคัญของเอเชียอาคเนย์ โดยให้มีการอนุรักษ์รูปลักษณ์ภายนอกที่เป็นไอคอนของอาคารไว้ อย่างละเอียดอ่อน

ด้วยเหตุนี้ทางภาคประชาชนคือ กลุ่มรักษ์ตึกหุ่นยนต์ และภาคประชาสังคม ได้เเก่ สมาคมสมาคมอนุรักษ์ศิลปกรรมเเละสิ่งเเวดล้อม (SCONTE) เเละกลุ่ม Docomomo Thai

จึงขอเรียกร้องให้ธนาคาร UOB ประเทศไทย หยุดทำร้ายตึกหุ่นยนต์

เเสดงความรับผิดชอบต่อสังคมไทยเเละสังคมโลกที่กำลังจะสูญเสียมรดกวัฒนธรรมร่วมสมัยชิ้นสำคัญของชาติและของเอเชียอาคเนย์ หันมาตระหนักถึงคุณค่าเเละหาทางเเก้ปัญหาความเสียหายที่ได้เกิดขึ้นแล้ว ดำเนินการให้เกิดการปรับแบบปรับปรุงให้มีความเหมาะสมกับคุณค่าความสำคัญอันยิ่งยวดของอาคารหลังนี้ โดยเร็วที่สุดก่อนที่จะสายเกินเเก้

Statement from “We Love Robot Building” group
in collaboration with the Society for the Conservation of National Treasure
and Environment (SCONTE)
and Docomomo Thai.

In the case of Bank UOB is defacing the Robot Building

The United Overseas Bank (UOB) Thailand is now in the speedy process of demolishing the external walls of the Robot Building and will turn it into a UOB Sathorn branch office building. We cannot see it from the outside as the whole building is being covered by canvas. UOB and the designer never disclose the external destruction plan to the public. Somehow, myself Vichai Tantrativud, past president of the Thai Urban Designers Association, the leader of “We Love Robot Building” group, along with Dr. Sumet Jumsai na Ayudhya, national artist in the field of visual arts (Contemporary Architecture) 1998. Dr. Sumet is the architect who designed the Robot Building. On March 16, 2023, we were able to hold an unofficial meeting with Design103 International (The project architect of the renovation of the Robot building) and UOB’s representatives and we were able to see their design of the new look.

There was great concern for us that this exterior renovation plan would have nothing left of the original design of the Robot Building. This will make the world’s most recognizable contemporary Thai architectural heritage be lost forever…. Very soon this iconic building is about to be transformed into just another common office block if no one comes out to stop it. This action could be compared with a world-class painting being repainted over without any conscience and awareness of its international outstanding value.

Dr. Sumet has issued a letter on 29 March to the bank executives to protest that the on going renovation should consider to maintain the original Robot identity. And Docomomo Thai (International Working Group on Documentation and Conservation of Modern Thai Architecture) also issued an open letter to the Bank’s executives to inform them about the International outstanding value of the Robot building and requesting them to return the building’s exterior look to it’s originality to save the legacy of this most important contemporary Thai architecture.

But instead Docomomo Thai received a reply that UOB has no recognition of the value as an iconic building. It’s reply implied that the new design “prioritise people’s wellness and environment sustainability. It’s includes natural lighting, recreation spaces and collaborative areas to promotes our people’s well-being. We also plan to redesign the exterior, featuring an all glazed skin to reduces carbon emission and promote eco-friendliness. This reply showed its irresponsibility to the Thai society and not care to conserve the international outstanding value of the most important contemporary architectural heritage of Thailand.

Although Thailand is now lagging behind in legislation and interpretation of laws to protect contemporary architecture or maybe UOB might be ignorant and unable to realize its value but they should stop and find way to negotiate in order to find a better solution together when we informed them. So far UOB just keep on demolishing the external wall of The Robot building in great speed and even Docomomo Singapore lately posed a message to support Docomomo Thai on its Facebook page “Docomomo Singapore stands with Docomomo Thai in calling for United Overseas Bank (Thai) PCL to respect the significance of the Robot Building in Bangkok and sensitively preserve its iconic exterior”.

Later, The Association of Siamese Architects under Royal Patronage (ASA) has also issued a letter to UOB to ask the bank’s executives to consider a more appropriate renovation plan that must preserve the Robot Identity.

For these reasons, We Love Robot Building Group, SCONTE, Docomomo Thai urge UOB Thailand to stop defacing our beloved Icon, the Robot Building.

Please show responsibility for Thai and international societies feeling for loosing their important architectural heritage. Start carrying out and implement the new exterior renovation plan to conserve properly the international outstanding value of the Robot building as soon as possible before it is too late.
