While the 12-billion-dollar Bay du Nord FPSO project has been approved for development, recent discussions with industry stakeholders indicate that there is a strong belief that the work content for Newfoundland and Labrador will be limited to sub-sea fabrication.

The bulk, if not all, of the work on the hull, topsides, mating and commissioning may be completed elsewhere.

The Newfoundland and Labrador Provincial Government is currently negotiating a benefits agreement with Equinor to determine the work that the province will receive.

WE CAN DO THIS WORK!

Bay du Nord will be the 6th offshore oil installation in Newfoundland and Labrador’s oil and gas sector and has reserves estimated north of 1 billion barrels!

Each of the province’s previous projects have a consistency that is worthy of note. The Hibernia, Terra Nova FPSO, White Rose FPSO, Hebron and West White Rose projects have all provided in-province employment on topsides modular construction, mating, assembly and integration of modules to the FPSO vessel or gravity base structure, as well as commissioning and start-up activities. The tow out from the shores of our province to the oil producing field symbolizes the achievement of the highly technical work that was completed right here at home!

Negotiations of previous benefit agreements have set the precedent for work in the province on these types of projects. We ask the provincial government to follow the precedent that has been set. We should settle for nothing less!

WHY SHOULD YOU CARE?

Currently, the province has nearly twice the national average for unemployment and inflation is at unprecedented levels. If we construct the entirety of the topsides modules, perform the mating, commissioning and tow out in the Province of Newfoundland and Labrador, it will create an extraordinary amount of employment in numerous sectors!

A recent study by statistics Canada indicates that for each person employed in the oil and gas industry in NL, an additional 9 indirect and induced jobs are created per direct job.

These are jobs that the people of this province need!

When the people in the province are working, they can manage inflationary pressures and constructing the Bay du Nord project right here will assist in hedging the province against a looming recession.

COMMUNITY BENEFITS

Building the essential components of Bay du Nord in the province will also benefit the community. Construction trades professionals working on these projects contribute a portion of their hourly wage package towards the betterment of the community.

These contributions have resulted in excess of 20 million dollars in donations to various foundations, not-for-profit organizations, annual community grants and scholarships such as a 3T MRI Machine, integrated operating suites at the Health Sciences Centre, a new chemotherapy unit, the Kids Eat Smart and School Lunch Programs, the Gathering Place, and the Trades NL Annual Community Giving Programs to name a few.

The failure of the provincial government to negotiate a strong, comparable benefits agreement will not only be a loss of work for trades professionals, but a loss for the community as well.
