Dear Fellow Singaporeans,

I am moved by the recent suicide of Sgt Uvraja S/O Gopal to write this petition today. 

The recent tragedy of Sgt Uvraja's suicide has only served to remind me of the abuses and disregard for the law that I endured at the hands of these officers. The investigations that followed his death were conducted with alarming speed, raising more questions than answers. While the SPF stated that conclusions should not be drawn before detailed investigations, they swiftly labeled Sgt Uvaraja's allegations as "unsubstantiated."

In the wake of this tragic event, other former police officers have bravely stepped forward, shedding light on the toxic work culture and racial discrimination within the SPF. They too faced indifference and silence from their superiors, leading them to eventually leave the force.

My name is Iris Koh and I stand before you as a Patriot. I fearlessly raised my voice to warn Singapore about the potential dangers of the Covid-19 vaccines, but in return, I faced bullying and mistreatment by the very officers who are supposed to uphold justice and protect our rights.

During my harrowing 15 days in remand, the officers in charge blatantly breached protocols that governed the rights of the accused. They denied me the basic right to make police reports for three days, leaving me voiceless and powerless. Despite my pleas for a change of Investigating Officer, the same officer, IO Ng Shiunn Jye still presides over my case, and all my charges are still signed off by the same investigating officer.

During the state court hearing on the 23rd January 2022, I told the court that the investigations were not fair. The Public Prosecutor asked me why I didn’t make a police report. I told him that all the police officers had refused to let me make a police report. 

Despite that, after the court hearing, IO Ng again denied me the chance to make the police report and even shouted at me at the lockers at Cantonment Police Station with multiple witnesses present.

In my pursuit of justice, my lawyers submitted a detailed complaint to the Commissioner of Police, exposing the wrongdoings of various police officers during my remand. Yet, the response we received was cold and dismissive - "We have investigated the allegations raised and found them to be unsubstantiated and without merit."

I find it deeply troubling that the Minister of Law and Home Affairs, Shanmugam, has called for investigations into police-related allegations on multiple occasions, only to have the SPF refute these allegations. The cases of the 17-year-old boy who tragically took his life after police interrogation in 2021, and the 14-year-old boy coerced into admitting to a crime he did not commit in 2016, are stark examples of this pattern.

Shanmugam's concentration of power, overseeing both the Ministry for Law and Ministry for Home Affairs, raises concerns about conflicts of interest. This absolute power to create, implement, and enforce laws must be held accountable and transparent.

Furthermore, Shanmugam's involvement in the Ridout Property case, where he was directly responsible for SLA's handling of his private residence, further raises doubts about fair governance and the need for proper checks and balances.

During my remand, I endured numerous cases of abuse that shook the very foundations of justice.

My letter to the Commissioner is just a glimpse of the horrors I experienced during my remand - clear violations of protocols and blatant disregard for justice.

The brave whistleblowers within the force have come forward, shedding light on a toxic work culture and a code of silence by those in power. In the face of such injustice, I am left wondering - What actions did the SPF take to investigate these serious allegations of misconduct? 

I call for an independent and public review of my allegations.

Trust alone cannot sustain good governance. Robust systems must be in place to prevent abuse of power and allow for self-correction when mistakes are made. Sgt Uvraja's tragic case exemplifies how complaints can be ignored, leading to a culture of silence and lack of accountability within the force.

Therefore, I challenge the SPF and Commissioner Hoong Wee Teck to provide a public account of the allegations I have made against police officers during my 15 days in remand. These allegations, documented in police reports, demand a thorough and impartial investigation.

The public's trust in SPF has been shattered. We cannot allow Shanmugam unchecked powers or Commissioner Hoong Wee Teck the power to dismiss genuine complaints without facing accountability and consequences.

I ask for the immediate resignation of Shanmugam as Minister for Home Affairs and Commissioner Hoong Wee Teck, as their leadership has failed to uphold the principles of justice and transparency that our country deserves.

Together, let us stand united with courage and demand a fairer Singapore for all.
