We demand the official international DE-RECOGNITION of Lukashenka and his government to revoke their access to the IMF resources.

We are appealing to the Ministries of Foreign Affairs of 43 allied countries, the U.S. Department of State, Free Belarus Caucus and Friends of Belarus Caucus in the U.S. Congress, Belarus APPG in the Parliament of the United Kingdom, the European Commission, and the European Parliament to join forces and make a fundamental political decision on de-recognition of Lukashenka and his government. For the reasons below, they have lost any right to represent the Belarusian people. They must be stripped from the access to the IMF resources and put in complete political, diplomatic, and economic isolation. This is the most effective measure to support Belarusians in their quest for democratic transformations. 

In the last year alone, the Lukashenka regime detained more than 40,000 people; there are 5,200+ recorded cases of rape, torture, murder and disappearance, 1,000+ political prisoners. The Belarusian authorities go on drives hunting activists. Over 100 non-governmental organizations and all independent mass media have been shut down. 

The regime’s international actions – the forcing down of RyanAir flight 4978 on May 23, 2021, the sinister activities of its security services abroad, and its trafficking of migrants to strain the resources of the EU neighbors – are turning the dictatorship into a pariah waging a hybrid war against the community and threatening the EU with spilling drugs and radioactive materials.

Yet, sanctions intended to pressure the regime and deprive it of resources that it can use to continue its brutal repressions against the Belarusian people and sabotage international security have been undermined by the recent allocation of almost a billion dollars from the IMF. 

On the one hand, the U.S. and the E.U. imposed economic sanctions against the rogue regime. On the other hand, their representatives at the IMF have not voted to deny Lukashenka access to the IMF resources, as they did for Maduro. Unless it is denied access, the regime will easily identify a willing and capable trading partner to exchange SDRs for hard currency to negate the economic pressure from the sanctions.

Therefore, on August 20, 2021 the Chairman of the U.S. Senate Committee on Foreign Relations, Bob Menendez, addressed US President J. Biden with a letter asking for de-recognition of Lukashenka and his government:

“This funding would undermine United States’ efforts to deprive the illegitimate Lukashenka regime of resources that it can use to continue to brutally oppress the Belarusian people. I urge the United States government to no longer recognize the Lukashenka regime and urge the IMF to do the same. It is imperative that the international community deny the Lukashenka regime these resources. … Therefore, in order to block the Belarus SDR allocation from going through, the IMF would have to formally de-recognize the Lukashenka government. The United States should lead this charge working through the IMF.”

Similar measures were recently taken to revoke access to SDRs for the illegitimate governments of Venezuela and Burma.

The Belarus Democracy, Human Rights and Sovereignty Act in its Section 3(7) asserts that “It is the policy of the United States to refuse to recognize Aliaksandr Lukashenka as the legitimately elected leader of Belarus.”

The High Representative of the Union for Foreign Affairs and Security Policy Josep Borrell stated that “In the case of Lukashenka, we are in a situation very similar to that of Venezuela. We do not recognize the democratic legitimacy of Mr. Maduro as President of Venezuela, for exactly the same reasons and conditions for which we do not recognize the democratic legitimacy of Mr. Lukashenka.” 

Terrorism should not be rewarded, and the rogue regime is unworthy of international recognition. We call upon you to formalize this policy decision.

НЕПРИЗНАНИЕ ЛУКАШЕНКО И ЕГО ПРАВИТЕЛЬСТВА

Мы требуем официального заявления о непризнании Лукашенко и его правительства международным сообществом, чтобы лишить их доступа к ресурсам МВФ.

Мы обращаемся к министерствам иностранных дел 41 дружественной Беларуси страны, Государственному департаменту США, кокусу “Свободная Беларусь” и кокусу “Друзья Беларуси” в Конгрессе США, межпартийной парламентской группе по Беларуси  в Парламенте Великобритании, Европейской комиссии и Европейскому парламенту с просьбой объединить усилия и принять принципиальное политическое решение о непризнании Лукашенко и его правительства. Они потеряли право представлять беларуский народ и должны быть лишены доступа к ресурсам МВФ, а также помещены в полную политическую, дипломатическую и экономическую изоляцию. Это наиболее эффективная мера поддержки беларусов в их стремлении к демократическим преобразованиям.

Только за последний год правление режима Лукашенко в Беларуси привело к задержанию и аресту более 40 000 человек; зафиксировано более 5 200 случаев изнасилования, пыток, убийств и исчезновений, более 1 000 политических заключенных. Беларуский режим ведет охоту на оппозиционных активистов. Закрыто более 100 неправительственных организаций и абсолютно все независимые СМИ.

Международные преступные действия режима Лукашенко – принудительная посадка рейса 4978 авиакомпании RyanAir 23 мая 2021 года, диверсионная деятельность его служб безопасности за рубежом и организация незаконной миграции с целью дестабилизировать обстановку на границе стран-соседей по ЕС – превращают диктаторский режим в режим-изгой, ведущий гибридную войну против мирового сообщества и угрожающий Евросоюзу организацией наркотрафика и контрабандой радиоактивных материалов.

Тем не менее, санкции, призванные оказать давление на режим и лишить его ресурсов, которые он может использовать для продолжения своих жестоких репрессий против беларуского народа и угроз международной безопасности, были подорваны недавним выделением почти 1 миллиарда долларов в виде SDR от Международного Валютного Фонда.

С одной стороны, США и ЕС вводят экономические санкции против режима Лукашенко. С другой, их представители в МВФ не проголосовали за отказ режиму Лукашенко в доступе к ресурсам МВФ,как они это сделали в отношении правительства Мадуро. Если режиму не будет отказано в доступе, он легко найдет способ и партнера для обмена SDR на твердую валюту, что сводит на нет эффект от экономического давления санкций.

В связи с этим 20 августа 2021 года председатель комитета Сената США по международным отношениям Боб Менендес обратился к президенту США Дж. Байдену с письмом о необходимости отказать Лукашенко и его правительству в признании:

«Это финансирование подорвет усилия Соединенных Штатов по лишению незаконного режима Лукашенко ресурсов, которые они могут использовать для продолжения жестокого угнетения беларуского народа. Я призываю правительство США больше не признавать режим Лукашенко и призываю МВФ сделать то же самое. Совершенно необходимо, чтобы международное сообщество отказало режиму Лукашенко в этих ресурсах. … Следовательно, чтобы заблокировать использование SDR беларуским режимом, МВФ должен будет официально отказаться от признания правительства Лукашенко. Соединенные Штаты должны возглавить эти усилия в МВФ».

Подобные меры были недавно приняты, чтобы заблокировать доступ к SDR для незаконных правительств Венесуэлы и Бирмы.

Акт о демократии, правах человека и суверенитете Беларуси в разделе 3(7) говорит, что «политика США заключается в отказе признать Александра Лукашенко законно избранным лидером Беларуси».

Верховный представитель Евросоюза по иностранным делам и политике безопасности Жозеп Боррель заявил, что «в случае с Лукашенко мы находимся в ситуации, очень похожей на Венесуэлу. Мы не признаем демократическую легитимность г-на Мадуро в качестве президента Венесуэлы по тем же причинам и условиям, по которым мы не признаем демократическую легитимность г-на Лукашенко».

Терроризм нельзя поощрять, а режим-изгой не достоин международного признания. Мы призываем вас официально принять это политическое решение.
