ทำไมแคมเปญรณรงค์นี้ถึงมีความสำคัญ

แพนกวิน - พริษฐ์ ชิวารักษ์  แกนนำที่ออกมาเคลื่อนไหวในขบวนการประชาธิปไตยในประเทศไทย - ได้สร้างแคมเปญรณรงค์นี้ร้องเรียน นายกรัฐมนตรี ประยุทธ์ จันทร์โอชา

กว่า 20 เดือน ของความรุนแรง ตั้งแต่กองทัพเมียนมาทำรัฐประหารเมื่อ 1 กุมภาพันธ์ 2564 มีพลเรือน นักศึกษา นักเคลื่อนไหว คนทำงานด้านสาธารณสุข เเละนักการเมืองที่ไม่ยอมรับการทำรัฐประหาร ถูกสังหารกว่า 2,000 คน อีกเกือบ 15,000 คน ถูกจับกุม และยังมีประชาชนกว่า 1.3 ล้านคน ที่ต้องพาครอบครัวหนีออกจากบ้านเรือนของตนเอง และในเดือนกรกฎาคมที่ผ่านมา สัญญาณความโหดร้ายได้ก่อตัวขึ้นอีก เมื่อกองทัพกลับมาประหารชีวิตนักโทษการเมืองอีกครั้งหลังหยุดใช้โทษนี้ไปกว่า 30 ปี  

การนองเลือดในเมียนมาจะหยุดลงได้ก็ต่อเมื่อเรายืนหยัดเคียงข้างประชาชนชาวเมียนมา และกระตุ้นให้รัฐบาลทั่วโลก หยุดส่งเสริมให้กองทัพมีช่องทางทำร้ายและละเมิดสิทธิมนุษยชน ร่วมกันแสดงจุดยืนกดดันให้คนและหน่วยงานที่ละเมิดสิทธิมนุษยชนต้องได้รับการลงโทษตามกฎหมาย  

และที่กองทัพใช้ความรุนแรงได้อย่างต่อเนื่องในช่วงหลายทศวรรษที่ผ่านมา ก็เพราะกองทัพมีธุรกิจที่ได้กำไรมหาศาล เป็นทุนหนุนหลัง

นับตั้งแต่การทำรัฐประหารปี 2564 มีรายงานว่าชาวเมียนมาออกมาชุมนุมประท้วงมากกว่าล้านคน ซึ่งส่วนใหญ่เป็นการชุมนุมโดยสงบ แต่รัฐบาลทหารเมียนมากลับสังหาร ลักพาตัว จับกุมคุมขัง ทรมาน ข่มขืน จนไปถึงการใช้โทษประหารชีวิตเพื่อกำจัดคนที่เห็นต่าง 

กองทัพยังก่อความรุนแรงและอาชญากรรมสงคราม (โดยใช้อาวุธสงคราม รวมทั้งปืนกล พลแม่นปืน และปืนกึ่งอัตโนมัติ) ต่อผู้ประท้วงอย่างสงบและผู้ที่อยู่ในเหตุการณ์ ทำให้ประชาชนต้องบาดเจ็บ ทรมาน เสียชีวิต และต้องหลบหนีเพื่อเอาตัวรอดไปยังถิ่นฐานอื่น นอกจากนี้ กองทัพยังสั่งตัดอินเทอร์เน็ตในบางพื้นที่ เพื่อไม่ให้ประชาชนเข้าถึงข้อมูล เผาทำลายหมู่บ้าน จำกัดความช่วยเหลือด้านมนุษยธรรมไม่ให้ประชาชนเข้าถึง 

“แม้จะเกิดการปราบปรามนองเลือดเช่นนี้ แต่ชาวเมียนมาหลายล้านคนยังคงต่อสู้ยืนหยัดอย่างกล้าหาญต่อไป ผมจึงอยากเชิญชวนทุกคนร่วมลงชื่อเพื่อยืนหยัดเคียงข้างการต่อสู้ของพี่น้องประชาชนเมียนมา เช่นเดียวกับที่พวกเขาร่วมยืนหยัดเคียงข้างการต่อสู้ของประชาชนไทยที่ผ่านมา และเพื่อยืนยันว่าสิทธิ เสรีภาพ และประชาธิปไตยเป็นสมบัติร่วมกันของคนทุกชาติ โดยไม่มีเส้นพรมแดนใดกีดกั้น หากประชาธิปไตยมาถึงเมียนมา ก็จะมาถึงไทยเช่นกัน”  เพนกวิน - พริษฐ์ ชิวารักษ์ แกนนำที่ออกมาเคลื่อนไหวในขบวนการประชาธิปไตยในประเทศไทย 

ร่วมลงชื่อตอนนี้ เพื่อเรียกร้องให้รัฐบาลไทยยุติการกดขี่นองเลือดของกองทัพในเมียนมา   เเละยืนหยัดเคียงข้างประชาชนชาวเมียนมาที่ต่อสู้เพื่อเสรีภาพในชีวิต 

เราขอเรียกร้องให้ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีไทย

  1. ในฐานะเจ้าภาพผู้จัดการประชุมเอเปก (Asia-Pacific Economic Cooperation: APEC) รัฐบาลไทยต้องใช้วิธีการทุกอย่างที่เป็นไปได้ในการสร้างสภาพแวดล้อมที่ปลอดภัยสำหรับการเข้าถึงความช่วยเหลือด้านมนุษยธรรมระหว่างชายแดน
  2. ร่วมกับประเทศสมาชิกอาเซียน กลุ่มพหุภาคี และองค์การระหว่างประเทศเช่นหน่วยงานในสหประชาชาติเพื่อแก้ไขวิกฤตการณ์ด้านสิทธิมนุษยชนและด้านมนุษยธรรมในเมียนมา
  3. รับผู้แสวงหาที่ลี้ภัยและประกันการเข้าถึงความช่วยเหลือด้านมนุษยธรรมในประเทศไทย รวมทั้ง ละเว้นจากการเนรเทศหรือการส่งกลับของผู้ขอลี้ภัยชาวเมียนมาจากความหวาดกลัวซึ่งมีมูลอันจะกล่าวอ้างได้ว่าจะถูกประหัตประหาร และให้ความคุ้มครองแก่ผู้แสวงหาที่ลี้ภัยและหยุดการดำเนินคดีกับพวกเขาระหว่างพำนักในประเทศไทย
  4. หน่วยงานของรัฐต้องออกประกาศ ระเบียบ หรือกฎกระทรวงอย่างเป็นทางการแก่ผู้ประกอบการธุรกิจและรัฐวิสาหกิจให้เป็นไปตามหลักการของสหประชาชาติว่าด้วยธุรกิจกับสิทธิมนุษยชน (United Nations Guiding Principles on Business and Human Rights : UNGP) ที่ลงนามโดยประเทศไทย เพื่อเรียกร้องความรับผิดชอบของบริษัทอย่างเต็มที่ที่จะไม่มีส่วนเกี่ยวข้องกับ หรือมีส่วนร่วมในกองทัพเมียนมาและหน่วยงานในเครือในฐานะผู้ละเมิดสิทธิมนุษยชน นอกจากนี้ หน่วยงานของรัฐเหล่านี้จะต้องกำหนดมาตรการคว่ำบาตรโดยเจาะจงต่อบริษัทในเครือทางทหาร และระงับความช่วยเหลือทางการเงินและการลงทุนในโครงการระหว่างรัฐในเมียนมา

Over twenty violent months have passed since the Myanmar military staged a coup on February 1, 2021. Since then, they have killed over 2,000 people, and arrested almost 15,000 people – including media workers, healthcare workers, students, activists and politicians. The rising conflict and insecurity have forced over 1.3 million people from their homes. In July, the military started executing people again, which last occurred in the 1980s.  

How can this bloody repression in Myanmar end? Only when we stand firmly with the people of Myanmar and urge governments and businesses across the world to deny the military the means to continue its country-wide abuse and to hold perpetrators accountable for human rights atrocities.  

For decades, the military has committed human rights violations with impunity, with its huge business profits funding violence against the people of Myanmar. 

Since the 2021 coup, an estimated one million people from across Myanmar have flooded the streets in overwhelmingly peaceful protests. Myanmar security forces have responded to protests with killings, abductions, imprisonment, torture, rape, and the death penalty.   

The military continues to carry out violent reprisals using battlefield weapons including machine guns, sniper rifles, and semi-automatic rifles against peaceful protesters and bystanders. They continue to commit war crimes, resulting in civilian casualties, torture, deaths, and displacement. The military has also cut off the internet in some regions to suppress freedom of information, and burned down villages, restricted humanitarian aid and destroyed properties. Despite these bloody crackdowns, millions of Myanmar people continue to bravely struggle for their rights. Join us today and stand together with the people of Myanmar – for rights and for freedom. 

“ Even with such a bloody crackdown, millions of Myanmar people continue to fight bravely. So, I would like to invite everyone to join and sign the petition to stand by the grievance of the people in Myanmar just like their support for Thai people in the past. More importantly, this will assert the rights, liberties, and democracy which place the common ground of people of all nations without any boundaries. Sign now – Ask Thai government to end the bloody oppression by the military in Myanmar.  

Thai government to: 

  1. As the host of the APEC Summit (Asia-Pacific Economic Cooperation), Thai government must deploy all possible means to enable an environment for humanitarian assistant to cross the border.  
  2. Collaborate with ASEAN states and dialogue partners, and international organisations such as UN agencies to resolve human rights and humanitarian crisis in Myanmar. 
  3. Accept Asylum seekers and guarantee access to humanitarian aid in Thailand. Refrain from the deportation or return of Myanmar asylum seekers from well-founded fear of persecution. Provide protection for Myanmar asylum seekers and halt prosecution against them during stay in Thailand. 
  4. Government agencies must issue an official announcement or regulation to business enterprises and state enterprises to comply with the principles of the United Nations Guiding Principles on Business and Human Rights (UNGP) signed by Thailand in a bid to take full company's responsibility to not be affiliated with or be involved in the Myanmar military and its affiliated bodies as human rights violators. Further, these state agencies must impose the targeted sanctions on military affiliated companies and suspend financial assistance and investment in interstate projects in Myanmar.
