We, the undersigned, express our profound concern and opposition to the recent military actions undertaken by the United States and the United Kingdom against Yemen. The joint strikes, conducted in collaboration as part of Operation Prosperity Guardian, targeted Houthi rebel fighters in retaliation for attacks in the Red Sea. However, we believe that these actions raise serious ethical, legal, and geopolitical concerns that demand immediate attention and reconsideration.

The international community, including Russia and Iran, has voiced strong objections to these strikes, with both nations expressing their discontent through official statements. Russian Foreign Ministry Spokeswoman Maria Zakharova decried the attacks as a "complete disregard for international law" and a factor escalating tensions in the region. Iran, a nation directly implicated in the conflict, emphasized the violation of Yemen's sovereignty and territorial integrity, deeming the strikes a breach of international laws.

Hezbollah, an Iran-backed group, linked the American aggression to broader tragedies in the region, accusing the U.S. of being a "full partner" in the conflicts. Even Saudi Arabia, a regional ally, called for restraint and voiced concern over the situation, emphasizing the importance of maintaining security and stability in the Red Sea region.

Criticism has also emerged domestically, with members of the Democratic U.S. House Progressive Caucus, including Chairperson Representative Pramila Jayapal, condemning the strikes as an "unacceptable violation of the Constitution." Representative Jayapal highlighted the constitutional requirement for Congress to authorize military actions, a sentiment echoed by fellow Democrats Ro Khanna, Rashida Tlaib, Cori Bush, Barbara Lee, Mark Pocan, and Val Hoyle.

President Joe Biden's justification for the strikes, citing Houthi attacks on international maritime vessels in the Red Sea, raises questions about the proportionality and necessity of the military response. While safeguarding shipping routes is undoubtedly crucial, the magnitude of the strikes and the resulting civilian impact in Yemen require careful scrutiny.

Moreover, the President's failure to consult Congress before initiating Operation Prosperity Guardian has drawn bipartisan criticism. Democrats and Republicans alike have emphasized the constitutional requirement for congressional approval before engaging in military actions. The President's reliance on Article II as commander-in-chief, while valid in certain circumstances, does not absolve the obligation to seek congressional authorization for extended military engagements.

We, the undersigned, call for an immediate cessation of military actions in Yemen and a reevaluation of the approach to the conflict. We urge President Biden and the UK government to engage in transparent and accountable discussions with Congress, seeking congressional approval for any further military involvement in Yemen. Additionally, we call for international diplomatic efforts to address the root causes of the conflict and promote a peaceful resolution that respects the sovereignty of Yemen and its people.

The use of military force must be a last resort, guided by international law and principles of just war. The current situation in Yemen demands a diplomatic and humanitarian approach, prioritizing the well-being of civilians caught in the crossfire. We stand united in opposing the escalation of violence and urge our governments to prioritize peace, dialogue, and respect for human rights in resolving the complex issues facing Yemen.

We implore the international community, civil society organizations, and concerned individuals to join us in signing this petition, sending a clear message that we reject military intervention in Yemen and advocate for a peaceful and just resolution to the ongoing crisis. Together, let us strive for a world where conflicts are resolved through dialogue, understanding, and a commitment to shared humanity.
