Early in the morning, on the side of Moran Market in Seongnam, the bodies of dogs are taken off the truck.

It is the carcass of dogs slaughtered at the Seulmoon-dong slaughterhouse in Goyang. The butcher caged the dogs he had bought at the auction houses, fixed their necks with a snare, electrocuted them in front of other dogs, and sold the body to Moran Market.

We have been tracking the whereabouts of the butchers and have seen dogs slaughtered in Seulmoon-dong taken to various markets and Bosintang(Bosintang is the name of ‘dog meat’ soup) restaurants.

The remaining 34 dogs and a mini-pig could have been rescued with the help of many citizens’ petitions, KARA’s on-site complaint, and Goyang City and Ilsan Police, but if not, they would have been killed and distributed as meat. The 34 dogs rescued from the slaughterhouse were found to be three parvo-positive, ten corona-positive, and six heartworm-positive. Two of them, in particular, died within a day after being rescued, vomiting blood. The current reality in South Korea is that dogs in this condition are secretly slaughtered, distributed, and sold as food at the Bosintang restaurants.

The Ministry of Food and Drug Safety is a government agency responsible for food safety in South Korea. In response to an official inquiry from KARA in 2018, the Ministry of Food and Drug Safety made it clear that  “dog meat is not within the range of livestock and is not recognized as a food ingredient.” However, they said, “since we have been eating dog meat for a long time due to our eating habits,” it is difficult to ban the industry, so they are neglecting the distribution of illegal dog carcasses. Dogs are illegally traded and slaughtered in many auctions and slaughterhouses across the country. However, the Ministry of Food and Drug Safety is still not cracking down on the illegal industry.

The distribution, cooking, processing, and selling of dog meat, which is not classified as food ingredients, is clearly illegal under the Food Sanitation Act. The dereliction of duty by The Ministry of Food and Drug Safety, which is responsible for national hygiene and food safety, is no longer acceptable.

식품의약품안전처 오유경 처장님께 청원합니다.

현행 식품위생법과 식약처의 해석에 의하면 개고기는 명백히 식품의 원료가 아닙니다. 재래 개시장에서의 개 지육의 유통은 불결한 환경에서의 불법 도축, 전시과정에서의 오염으로 위해식품 등의 판매 금지 조항에 위배되며 병든 동물의 고기가 유통되지 않도록 점검할 방법 또한 없습니다. (식품위생법 제 4조 및 5조 위반).
보신탕집이나 개소주의 조리 판매에 있어서도 식품위생법 제 44조에 의거 검사를 받지 않은 축산물은 운반, 보관, 진열, 판매하거나 식품의 제조 가공에 사용할 수 없습니다.
따라서 식약처는 재래 개시장의 개 사체 지육 판매는 물론, 이를 원료로 가공 조리 판매하는 모든 영업장에서 허가 받지 아니한 원료를 이용한 판매 행위를 하지 아니하도록 단속 처벌하여야 합니다. 지금까지의 행정 무위를 돌아보시고 식품 안전을 위한 식약처의 역할을 다해 당장 단속에 나서 주시기 바랍니다.
